I wish I could think of an elegant way to submit this to Laravel core. Feels like a tags based approach is the only sane path for aggressive TTLs with observer-based flushing. After building this in 3 apps I decided to make my own tiny package for it.

@alexdebecker Got a strange issue. I have "bypass cache" turned off and yet I am still seeing the bypass header (and the page isn't being cached by Cloudflare).
