Mihawk is not T0 , it is however clear bdif and not interactive to play against. If they kill mihawk Rocks will become bdif most likely, but like mihawk it will not be T0, there are decks that can beat rocks, also Rocks is 10x more interactive to play against than Mihawk, also Rocks Mirror is 10x better than Mihawk mirror
