The @StateDept recently announced in the Federal Register a proposal to expand eligibility to use its online passport renewal application platform to U.S. citizens who live abroad.

AARO has identified concerns with the removal of an option from the forms for U.S. citizens who were born abroad and have never lived in the United States, as well as changes to the identification section of the forms.
These changes will create confusion for overseas voters – deterring some from voting, and will also impose additional burdens and risk on election officials.
