Guys, really? The state & gov't are different in 2026 Uganda where the Chief Justice takes oath of office at Museveni's private farm & his son decides the speaker & his deputy?!
Cut the crap! The gov't is the state, & there's a collective term for these two: KAGUTA FAMILY!
Mao joined the regime selling us the fairy tale of reform from within. Now he flies around preaching HuMaN rIgHtS while victims of abductions and torture cry out from Muhoozi's basements. What exactly has his seat at the table changed, besides his own fortunes?
I am grateful to Uganda’s Minister of Justice and Constitutional Affairs, Hon. Norbert Mao for his insightful brief on Uganda’s efforts to promote human rights, the rule of law and constitutional liberties. We explored how the Commonwealth can support those efforts.
Dialogue, trust and strong institutions are essential to building a more peaceful and inclusive future.

I hope these bloody English-speaking twitter "elites" know that nobody is denying them the right to choose their employers. We are simply reserving the right to remember what they were hired to make us forget.
Kasujja and Chris Obore raise a nasty question about reforming the system from within.. who changes whom? Even O.O occasionally took shots at government. Kasujja now lectures critics from the Media Centre, then locks replies🤷🏼♂️
What a load of balderdash!
Proper overreach.
What’s this chap done with his life to imagine that he’s got the range to give someone of Raymond’s calibre cares guidance?
I’ve known this Raymond since he was 19. At that age, he was already postulating big ideas and engaging senior government officials.

.@Joshua_lawel is such a good writer👌🏽👌🏽 meanwhile, when I saw all the tweets and ad hominem response to his article I had thought he attacked @qataharraymond for the choice he made. I see that he, in fact defends his right to make a choice, to advance his career and personal interests and understands why many people in the circumstances we find ourselves in end up making such choices. Why exactly has this article rubbed some people the wrong way? Anyway, perhaps I am misinformed about this subject since, like I was telling @YusufSerunkuma yesterday, I have not yet watched his podcast with Raymond.
Goodbye Raymond, but do not gaslight us
Do not gaslight us into believing that your decision to join government is simply a neutral professional move, or that we should celebrate it as an act of national service. Serving the state is not, by itself, honourable. The nature of the state you serve matters.
Those who chose to serve apartheid South Africa could, by strict definition, be called public servants. Officials who used their knowledge, skills and positions to sustain brutal colonial systems in places like Congo could as well be said to be people who were simply doing their jobs. They were collaborators.
They became active participants in systems of oppression. Their education and professional abilities did not make their service neutral. In some cases, those very abilities made the system more effective.

There is a clique of people who have been acting anti regime but only waiting for that opportunity to secure a livelihood through government. What kind of transition are these people talking about?
Real intellectual dishonesty here! Since when did grabbing regime jobs become a strategy for political transition? You don't reform a rotten system merely by securing a seat at its table.

The Silencing of a Nation
Abductions and torture in Uganda
"...The struggle before us, therefore, is not merely
political; it is moral. It demands that Ugandans reject
fear, defend one another, insist on accountability, and
refuse to normalise brutality. The rope of tyranny is
not severed by becoming what the tyrant is, but by
denying him the obedience, silence, and legitimacy
upon which his power depends. And when that day
comes, it will not simply mark the end of a regime—it
will mark the beginning of a nation that remembers,
mourns, and resolves never again to permit such barbarism."

If this project was truly under the jurisdiction of the Ministry of Works and Transport, why is this letter from H.E. @KagutaMuseveni addressed directly to you and only copied to the Minister of Works and Transport? That contradiction cannot be ignored.
The fact that this ambiguous letter was addressed to you strongly suggests that it was cleared through your office, and then presented to the President to sign with directive for you and your Ministry to implement. If that is the case, whoever drafted it produced an exceptionally poor and misleading document, apparently intended to intimidate and overawe other government agencies rather than provide lawful and technically sound guidance.
More fundamentally, how does a project that you say was officially launched at @MoWT_Uganda in 2019 suddenly require Presidential directives in July 2022 for its implementation? If it was already a Ministry of Works Project, what exactly was the President being asked to direct three years later?
And if those directives were necessary, were they not directed at your own Ministry to implement? Why then was the letter framed in a manner that sought to impose obligations on other government institutions instead?
These are not minor inconsistencies. They go to the heart of the credibility, origin, intent, and legal basis of the entire @itmsug system. In my own experience after serving for more than 26 years in government, a lot of genuine Security Initiatives and programmes/projects are implemented without a hitch and public uproar. Why is this one problematic? Because National Security is being used as a disguise to openly rob motor vehicle and motorcycle owners and Traders.
Isn't this just theater? Coz we all know that Jim Muhwezi orchestrated and enabled this scam...why are we starting with the small fish? Why are they shielding Muhwezi? Also, everything about the digital plates was a lie, why pretend that pricing is the scandal?
Two officials from the Ministry of Finance and the Office of the President have been arrested at Parliament for failing to justify pricing for the new digital number plates and allegedly lying about a benchmarking trip to Russia.

Same people want us to believe the evidence they presented against Besigye.
Fake intel: Two state spies plead guilty to staging deadly Munyonyo, Kalerwe bombs
The duo was convicted on Monday by the court, chaired by Brig Richard Tukacungurwa, after admitting the prosecution's facts detailing how the two operations were planned and executed.
Lyavaala and Walusansa were working as state informers on activities of the Allied Democratic Forces (ADF) at the time.
However, the prosecution, led by Lt Regina Nanzala, told the court that, contrary to the intelligence they were passing to security agencies, the two were involved in facilitating the operations that resulted in the deaths of two people – Sumaya Byaruhanga at Munyonyo on June 3, 2025, and Azatu Sawiya at Kalerwe Market on June 21, 2025.
Sumaya was made to carry a bag containing a bomb, which was detonated when she reached near Kagwa Bridge, close to Munyonyo Catholic Shrine. She died while Sawiya was shot dead at Kalerwe on false allegations of carrying a bomb.

Just burst into laughter remembering how his friends spent hours on here saying mbu he was “burned out” from publicly taking sides on how horrifying this government is to its citizens but he’s still with us in spirit😂😂😂😂

It’s no coincidence that he studied there and now wants to work here. It was all orchestrated from the beginning.
Even the Intel about Dr. Kizza Besigye was fake.
