This passive connectivity gives mobile carriers vital indoor capacity relief while venues monetize underutilized commercial Wi-Fi bandwidth. Deployers keep hardware operational, while telemetry verifies carrier data transfer without user friction.

For venue operators, carrier Wi-Fi offload works fundamentally differently from standard guest Wi-Fi. Instead of captive portals or manual passwords, Passpoint enables carrier devices to authenticate securely via SIM, offloading cellular data seamlessly in high-density spaces.

A major milestone for real-world DePIN: XNET has officially surpassed 2,000,000 GB in cumulative carrier Wi-Fi offload, topping 2.14 million GB as of late September 2026. Real carrier traffic flowing seamlessly across decentralized, community-deployed infrastructure.

XIP-13 also proposes that Treasury Book decisions ultimately be governed by long-term stakeholders through staking-based governance. The objective is simple: Align operators, token holders, and the Foundation around growing offload, building treasury assets, and increasing the long-term value of the XNET ecosystem. Treasury assets could consist of: - XNET - USDC - SOL - BTC - TAO - Other governance-approved assets Rather than value permanently leaving the ecosystem through burns, more value remains inside the protocol and can be deployed strategically over time.

One major goal is onboarding larger operators. Many ISPs, MSPs, and enterprises prefer fiat payments over tokens. Under XIP-13, approved operators could choose fiat payouts based on the monthly Clearing Price, while the Foundation receives the corresponding $XNET into the Treasury Book. Result: - Easier enterprise adoption - Continued token support - Reduced market sell pressure

The proposal introduces a monthly "Clearing Price." Formula: Clearing Price = BuyBack Value ÷ Monthly Emitted Tokens This creates a transparent benchmark that can be used to: - Guide buybacks - Value operator rewards - Determine when treasury accumulation may be more beneficial than open-market purchases

Today, a large portion of offload revenue is used for BuyBack & Burn. XIP-13 proposes a different approach: Instead of burning acquired $XNET, the Foundation could hold acquired tokens and/or USDC in a Treasury Book. This creates an asset base that can support the network and potentially raise the long-term floor value of $XNET.
