Dungeon XP nerfs punish players to fight bots. Some hate questing and love dungeon grinding, let people level how they enjoy. I love seeing players in the world, but forcing interaction isnt good gameplay. If a dungeon drop is huge for me, running it again shouldnt feel pointless
