إنّ التصاعد السريع للأعمال العدائية في الشرق الأوسط يبعث على قلقٍ بالغ. فإقليمنا هشّ بالفعل، على إثر سنوات من النزاعات والنزوح، وأنظمة صحية تعاني نقص التمويل.
ولن يقتصر أثر المزيد من العنف على إزهاق الأرواح مباشرةً؛ بل سيدفع بالأنظمة الصحية المُنهَكة أصلًا إلى حافة الانهيار، ويعطّل الخدمات الأساسية، ويعمّق الصدمات النفسية لتمتد عبر أجيال.
وإنني أناشد جميع الأطراف التحلّي بضبط النفس فورًا والعمل على خفض التصعيد.
وأذكر بأنّ حماية المدنيين والعاملين الصحيين والمرافق الصحية التزام ثابت بموجب القانون الدولي الإنساني.

It was a pleasure to visit Al-Canal Rehabilitation Center to co-launch, together with the Ministry of Health, three strategic documents: the Mental Health Protocol for Substance Use Disorders; Community Guidelines for Mental Health and Substance Use; and the Situational Analysis on Substance Use in Iraq.
Tackling substance use at its roots is a top priority in our @WHOEMRO Region. Through our flagship initiative on accelerating public health action on substance use, we are working hand-in-hand with ministries of health @UNODC to strengthen prevention, treatment and recovery.
