Former DR Congo President Joseph Kabila has joined the M23 as the Head. This does not legitimise M23 fighting to loot minerals. Kagame of Rwanda must be happy that Congo continues to be unstable as he steals minerals using the M23 he funds. Africa's problem is the rogue leaders.
