On Dec 4, 2024, as chair of the P5 mechanism, China convened an expert-level P5 meeting in Dubai, UAE. Representatives from the five nuclear-weapons States (China, France, Russia, the UK and the US) attended the meeting. The parties had a candid discussion on nuclear doctrines.

Important comments from DNI Haines here about how greater Russia/China/Iran/DPRK alignment is making nonproliferation much harder, and that the prior US cooperation with Russia and China on this front has broken down.

As the US may change its approach to alliances, I am delighted that the Carnegie Corporation of New York has decided to fund the project on "the Bureaucratic Politics of Nuclear Alliance Management" I will lead, with @kjolvegeland, @franziskastaerk and @DebakD @CERI_SciencesPo
"The two leaders affirmed the need to maintain human control over the decision to use nuclear weapons."

I was there. It was very much rhetorical flourish. The Ukrainians aren’t daft. They know how Russia and the west would react to this. It was all in the context of a long answer on Budapest Memo and his discussion of the lesson of Budapest with Trump.
