He lies and misrepresents almost anything he speaks about, and he's lying about every single thing he says to Luke in this clip. I don't know why he draws a distinction between "outside" and "in the building," does he not understand (or is he just lying) that areas outside of a building can be trespassed upon as well? And Straka didn't just "go up some stairs," he was literally chanting "go, go, go" encouraging people to break in and was telling the crowd to "take it, take it" in reference to a Riot police officer's shield.
