I have been following this story for nearly two years now and it needs more attention than it is getting.

The Pennsylvania House voted 115-88 to pass a bill that would let the state’s 1.5 million unaffiliated voters participate in major-party primaries.
Why it matters: 63 state legislative races have no November contest at all and even more have effectively already been decided.
