NSL4A’s core membership requires prior service at one of these levels: * Presidentially appointed, Senate-confirmed positions * Senior Executive Service, Senior Foreign Service, or Senior Intelligence Service * GS-14/GS-15 or FS-01/FS-02 equivalents * Retired officers at O-5 and above (or W-4/W-5) * Senior enlisted at E-8 or E-9 * Military spouses of O-7 through O-10 or E-8/E-9 veterans * Select former elected officials That is a high bar. It means the 1,600 figure is not padded with people who never held real responsibility. It also means the people inside the organization spent decades inside the institutions that define national security policy, intelligence priorities, and civil-military relations. When a network built to that standard is described as operationalizing a larger alliance that role-plays Insurrection Act scenarios, coordinates with groups planning post-election governance changes, and frames standard federal responses as grounds for illegitimacy, the relevant question is not whether the members once held senior jobs. It is what they are prepared to treat as acceptable risk to the constitutional order they took an oath to support. Credentials establish that these are not random activists.
