🧵CONGRESS decided that these funds would lapse on September 30.
CONGRESS decided to grant itself an expedited procedure to consider rescinding funds and told the President to hold the funds while Congress decides whether to rescind.
CONGRESS decided not to limit the time period in which the President can send a rescission.
CONGRESS was told by GAO in 1975 that pocket rescissions are permitted and to amend the text to prevent pocket rescissions.
CONGRESS has amended the ICA several times but has let this provision allowing pocket rescissions to stay in place.
We are just using the system CONGRESS established and never changed despite being told by your own GAO to change it.
We will continue to use the tools CONGRESS provided to save taxpayer dollars from going to (just a few examples):
$567 million for social services for illegal aliens
$15 million in welfare for illegal aliens
$9 million to bail out foreign country climate change policies
$56 million for NGO DEI and race discrimination
A pocket rescission is an illegal line item veto.
It is the president saying that he and he alone will convert a bipartisan spending bill (that has been signed into law) into a partisan spending bill.
He is canceling the lines of spending he doesn't like.
This violates the core separation of powers embedded in our constitution in which it is the Congress, not the president, who decides what programs are designed and at what level they are funded.
Republican colleagues said they would never let this happen. Well here it is.
They should ask themselves: "How would I like to have a Democratic president canceling out the Republican flavored programs he or she doesn't like in a bipartisan spending bill that has been signed into law?"
If they have any integrity or any spine, they will join us in ending this practice.

This is the data point everyone in the party needs to sit with. A 30-point swing among young men in two years isn't noise — it's the family affordability warning coming true in real time.
Trump won 18-24 year old men by 15 points in 2024 because they believed a change was coming — on jobs, on cost of living, on the chance to actually build something: a career, a home, a family. Two years later, that same demographic is now projected to break for the party that spent this whole cycle talking about socialism instead of delivering on any of it.
This isn't young men becoming socialists. It's young men who took a chance on a promise of affordability and putting American Families First, watched other priorities take precedence, and are now willing to listen to anyone who at least sounds like they're fighting for them.

The old political categories of traditional free market conservatism vs. collectivist liberalism are breaking down. Unless Republicans embrace an economic populism that empowers American families, they are in danger of losing the argument — and losing the majority. 1. I’m familiar with most of these outfits from extensive personal experience.
2. If what you mean by “ethno nationalism” is that these groups promote white nationalism or racialist politics, this is a lie. None of them do.
3. If what you mean by “Christian nationalism” is that these groups seek to amend the Constitution to make Christianity the national religion, that’s a lie too. None of them do.
4. On the other hand, if you just mean that these organizations support conserving America’s national, religious, and moral inheritance—and would consider doing that partly through legislation or government policies—then sure, that’s obviously true.
5. But so what? Everyone already knows that conservatives want to conserve America’s national, religious, and moral inheritance. There’s nothing new in that.
6. The only thing that’s new here is that liberals now use the terms “ethno nationalist” and “Christian nationalist” as their preferred terms for making abusive comments about conservatives.
7. And you know, if that’s the way it is, I think I can live with it. The names they used to call us were a lot worse.
