Tamil Nadu govt makes Aadhaar mandatory for women availing benefits under the Annan Seer marriage assistance scheme. The scheme provides eligible women with an 8-gram 22-carat gold coin and a silk saree at the time of marriage. Social welfare and women empowerment dept directs govt agencies to make arrangements for beneficiaries to apply for Aadhaar. Key rules issued by the department for the eligibility of the scheme: • Beneficiaries must furnish Aadhaar proof or undergo Aadhaar authentication to receive benefits. • Women without Aadhaar must apply for enrolment before registering for the scheme. • Until Aadhaar is issued, beneficiaries can use their Aadhaar enrolment slip or alternative ID documents, including PAN card, passport, ration card, voter ID, MGNREGA card, driving licence or photo bank/post office passbook. • Photo ID issued by a gazetted officer or tahsildar will also be accepted. • Social Welfare Dept must facilitate Aadhaar enrolment at convenient locations if centres are unavailable in the vicinity. • If fingerprint authentication fails, iris scan or face authentication must be offered. • If biometric authentication fails, Aadhaar OTP or time-based OTP can be used wherever feasible. • If biometric and OTP authentication are not possible, benefits can be provided using the physical Aadhaar letter after QR code verification. • The department must follow the Centre’s DBT exception-handling mechanism to ensure no genuine beneficiary is denied assistance.
