Open Letter to the Toronto Crown Attorney Request for an Investigation into Death Slogans, Hate Promotion and Possible Radicalization at “Cyrus the Great II” To: Office of the Crown Attorney, Toronto Subject: Request for a lawful and impartial review of the September 19, 2026 event in Toronto Dear Crown Attorney, We are writing this open letter to express our serious concern regarding a video published from the event officially titled “Cyrus the Great II: From a Great Civilization to a Greater Future,” held on Saturday, September 19, 2026, at Meridian Hall, 1 Front Street East, Toronto. According to the organizers’ official announcements, the event was organized by the Cyrus the Great Cultural & Humanity Organization and was attended by more than 3,000 people. Reza Pahlavi and Pierre Poilievre were announced as participants, and the organizers’ post-event account states that both addressed the gathering. Description of the Incident In a video attached to this letter, an individual leads a chant that may be translated approximately as: “Death to the four corrupt groups: clerics, leftists, the Mojahedin, and separatists.” A large portion of the audience then appears to repeat the chant. This letter makes no claim regarding the identity of the person who initiated the chant. We respectfully request that the competent authorities determine the speaker’s identity, the role of the organizers, the circumstances in which the chant arose, and whether any person or organization encouraged, coordinated, or endorsed it. Public-Safety and Legal Concerns The expression “Death to” may, in some political contexts, be used rhetorically. However, in this case, its collective repetition before a large audience may reasonably be understood by some listeners as an endorsement of, or a general call for, the physical elimination of political or ideological opponents. Our concern is not limited to the use of one isolated expression. It concerns the combination of: the public use of death-oriented language against several groups; the repetition of the chant by a large audience; the publication and circulation of the video; the size of the gathering; the use of a public venue in Canada; the presence of prominent Canadian political and public figures; and the highly polarized political environment in which the event took place. The presence of the Canadian flag does not, by itself, create a criminal offence. It does, however, add to the public and symbolic significance of the conduct and to the responsibility of those organizing or participating in a major public event in Canada. Applicable Legal Framework We respectfully request that the authorities assess whether the conduct, in light of the full context, wording, intent, audience reaction and any additional evidence, may engage: Section 319(1) of the Criminal Code, concerning public incitement of hatred where the incitement is likely to lead to a breach of the peace; Section 319(2), concerning the wilful promotion of hatred against an identifiable group; Section 319(6) and (7), including the statutory treatment of public communications, recorded communications and the meaning of “hatred” and “public place”; Section 718.2(a)(i), concerning hate, bias or prejudice as an aggravating factor in sentencing; Criminal provisions concerning threats, criminal harassment, incitement to violence or other related offences; Section 83.221 of the Criminal Code, if additional evidence establishes counselling or encouragement to commit a terrorism offence; and Section 13 of the Ontario Human Rights Code, if the material indicates an intention to discriminate or to incite the infringement of protected rights. We do not assert that the mere use of the phrase “Death to” automatically establishes a criminal offence. We are requesting an impartial assessment of whether, in its specific context, the conduct crossed the line from political expression into hate promotion, intimidation, incitement to violence or other unlawful conduct. Although “radicalization” is not, by itself, a standalone criminal offence, the Government of Canada treats radicalization leading to violence as a public-safety and prevention concern. The Role of the Organizers and Political Figures The matter is particularly concerning because the event was publicly associated with Reza Pahlavi and Pierre Poilievre. This fact alone does not establish that either individual created, encouraged or approved the chant. It does, however, make the organizational, political and, where legally relevant, financial relationships surrounding the event a legitimate subject of public-interest inquiry. We respectfully request that the authorities examine: who designed and organized the event; the nature of the relationship between the organizers, Reza Pahlavi and Pierre Poilievre; whether the organizers had prior knowledge of the possibility of violent or hate-oriented slogans; whether any warnings or security assessments had been made before the event; whether the organizers or political participants condemned or distanced themselves from the chant after the video became public; and whether there were organizational, financial or unusual coordination links among the organizers, Mr. Poilievre, Mr. Pahlavi or related political networks. Any such review should be conducted only where supported by reasonable grounds and within the lawful authority of the relevant Canadian institutions. It should not be based merely on political affiliation or disagreement. Context Concerning the Homicide of Dr. Masood Masjoody This request is also made against the background of broader concerns regarding political intimidation and violence within parts of the Iranian diaspora. According to an official release by the Royal Canadian Mounted Police’s Integrated Homicide Investigation Team, Mehdi Ahmadzadeh Razavi and Arezou Soltani -who are seen in a photo together with Pierre Poilievre- were charged with first-degree murder in relation to the death of Dr. Masood Masjoody. The RCMP stated that the two accused were known to the deceased and that the motive remained under investigation. These are charges, not findings of guilt. Based on publicly available information and materials in our possession, questions have arisen concerning the possible political or organizational association of the two accused with circles aligned with Reza Pahlavi. Those questions do not establish criminal responsibility, nor do they establish any involvement by Mr. Pahlavi or Mr. Poilievre in Dr. Masjoody’s death. They may nevertheless be relevant to the assessment of political networks, access, threats and the possible normalization of violence. Multiple publicly available photographs showing Reza Pahlavi with individuals connected to this political environment are attached. These photographs do not, by themselves, establish any criminal relationship. If their authenticity and context are confirmed, however, they may assist authorities in assessing the nature and extent of the relevant relationships. Public information also indicates that the accused remain in custody and that release on bail has not been granted. We request that this information be verified against the official court record before being relied upon. Requests for Action We respectfully request that the Office of the Crown Attorney: preserve and review the original video and all relevant copies, links, metadata and publication records; refer the matter, where appropriate, to the Toronto Police Service Hate Crimes Unit and other relevant investigative units; identify the person who initiated the chant, the organizers and any individuals involved in coordinating or amplifying it; assess whether the chant and the surrounding conduct engage section 319 of the Criminal Code or any other criminal provision; examine the organizers’ prior knowledge of, response to and responsibility for the chant; review any politically or publicly relevant organizational, financial or coordination links surrounding the event, where supported by reasonable grounds and within lawful authority; refer any matter falling within federal security, financial or national-security jurisdiction to the appropriate federal authorities; assess, without prejudging the criminal proceedings, whether the event forms part of a broader pattern of threats, intimidation or political violence; and We recognize the importance of freedom of expression, freedom of political belief, the presumption of innocence, privacy and procedural fairness. This letter is not a request to censor political disagreement. It is a request for an impartial assessment of whether death-oriented political rhetoric, when amplified collectively before thousands of people, may contribute to hate promotion, intimidation, incitement to violence or radicalization leading to violence. Individuals who occupy senior positions in public life and participate in major public events have a legitimate public-interest obligation to provide transparency concerning their public associations, organizational cooperation and relevant sources of support. This does not eliminate their legal privacy rights, but it does justify lawful scrutiny of matters connected to their public functions.
