We've just changed censors. Musk is not claiming he'll follow any different policy than the TOS and Twitter FAQ already clarified quite clearly - he'll just be enforcing it differently. For ex; he unbanned alt-right Andy Ngo and then banned leftist Chad Loder at his request.
