There’s a growing anti-migrant sentiment in Punjab and Haryana, one that we cannot afford. In this opinion piece in today’s HT I unpack why our economies are so heavily dependent on migrants from UP and Bihar.

We lost our colleague and friend Anwar Shaikh yesterday. The moment is still too shocking and raw to offer a fitting celebration of his contributions to critical and radical economic thinking across five decades. For now, let his own words to @histmat journal describe the analytical and political visions Anwar left for us. @NSSRNews historicalmaterialism.org/an…

We have added a few more essays on distinguished Indian economists from the past. And will keep adding in the future as well.
Want some respite from the mayhem? Here is a series of essays on 29 distinguished Indian economists from the past, whose work still informs our present. More entries will be added in the coming months. What follows is a thread on the individual entries. azimpremjiuniversity.edu.in/…

From fieldwork I’ve found that migrants usually work on piece rates, which eliminates need for supervision as it’s on labourers to finish as many acres as possible to earn more. More than anything else cultivators prize migrants for their discipline and long working hours.

At the same time, cultivators frequently bemoan locals’ “lack of willingness to work” and the difficulty of hiring agri labour within their villages. If migrants didn’t ease agri L supply, net incomes from agri would likely take a hit in these states.

Acc to my calculations on SAS 19-20, agri L costs in PN, HR for paddy households are much lower than in southern states and closer to those reported in Odisha. For wheat households it’s even lower than that in UP, Bihar! Reason is that migrants provide agri L at harvest time

This reflects in access to regular salaried empt — high for Others, OBC but also at ~33% for SC workers in these states (national fig for SCs is 20%) acc to PLFS 22-23. UCs in these states want white-collar work; blue-collar reg sal emp’t becomes the preserve of landless/SC.

As a result, there’s a significant migration of young Dalit men out of the village/agri labouring, & a rise in bargaining power of local agri labourers. But this does not reflect in agri labour costs in the Situation Assessment of Agri Households 2019-20 for PN, HR.

PN and HR have among the best performing agri sectors in the country. The gains from Green Revolution have allowed aspirations to rise for both landowning cultivators and landless in PN and HR (and the plateauing of these gains makes moving out of agri as imperative).

The most fun I’ve had with research in the last few months was this conversation on what qualitative methods can bring to feminist economics, as part of a new series initiated by @IAFFE. youtu.be/Dfdvp0WESfQ?si=M1X-…

Sharp, thought-provoking questions from Sheba Tejani, and lots to learn from insights shared by Danielle Guizzo and Alessandra Mezzadri. Grad students who want to use qualitative methods in economics research will benefit from this and future conversations in this series.
