It's been a tribal practice for millennia, theorized to originally have been a punishment for slaves.
In the U.S. it became popular around the turn of the 20th century because doctors thought it would stop boys from masturbating (they thought masturbation caused diseases like insanity or paralysis).
It's an antiquated bronze age ritual with a pseudoscientific medical history.
