Still ignoring Maryland is violating equal protections as guaranteed by the Equal Protections Clause of the 14th amendment. You only protect girls from non therapeutic/non medical genital cutting by law, you discriminate based on gender.

In the U.S. it became popular around the turn of the 20th century because doctors thought it would stop boys from masturbating (they thought masturbation caused diseases like insanity or paralysis).
It's an antiquated bronze age ritual with a pseudoscientific medical history.
