Good tip, and not just managers. Feedback, however well intentioned, when provided out of the blue, can put the recipient in a defensive state if delivered when they're not ready for it. By seeking permission, you allow the recipient to be better prepared to take it onboard

Software Engineering continues to suffer from a binary, context free perspective on practices, patterns and tools. Any practice is either "excellent" or "awful" in all scenarios. Engineering needs to mature to understanding there is a box of tools which may help in your context.
