🇰🇬 25+ YEARS WITHOUT A DURABLE SOLUTION — 2027 MUST BRING A DIFFERENT STRATEGY
For over 25 years, a defined and vulnerable community of slightly more than 100 Afghan #UNHCR mandate refugees—predominantly women, young adults and children—has remained without a durable legal solution in #KYRGYZSTAN. Many families are living through their second and third generations born into this unresolved situation.
LOCAL INTEGRATION IS NOT A VIABLE PATHWAY FOR OUR COMMUNITY IN KYRGYZSTAN.
The Supreme Court closed our pathway to state refugee status over two decades ago. Furthermore, the State Committee for National Security (GKNB) issued a written determination that permanent residence for this group is not feasible (Нецелесообразно). The legal pathway required for local integration does not exist. Yet UNHCR continues to include “local integration” in its strategic approach.
Consequences for our families:
• Children born here grow up without secure legal status and identity docs.
• Families face barriers to public healthcare and medical services.
• Parents lack a secure legal pathway to formal employment.
• Children face serious barriers to education and building a secure future.
🔴UNHCR cannot grant Kyrgyz citizenship.
🔴UNHCR cannot issue Kyrgyz permanent residence.
🔴UNHCR cannot overturn decisions of the Supreme Court or state authorities.
UNHCR cannot create a domestic legal pathway that the host state does not provide.
The question is why “local integration” continues to appear in #UNHCR strategic planning when conditions for it do not exist. 2026 is not producing a durable solution—2027 MUST NOT REPEAT THE SAME FAILED APPROACH.
We call on UNHCR, UNHCR Central Asia, UNHCR Kyrgyzstan, the UN High Commissioner for Refugees, Mr. Barham Salih (@BarhamSalih), Ambassador Ashraf Haidari (@AshrafHaidari), UN Resident Coordinator in Kyrgyzstan Ms. Antje Grawe (@AntjeGrawe / @un_kyrgyzstan ), and UN Human Rights to completely rewrite the 2027 strategic planning for this community:

Third-country resettlement is the only realistic durable solution remaining.
🔷We respectfully appeal to President @sadyrzhaparovkg to use his good offices to help facilitate efforts toward the timely resettlement of these families to third countries.
We call on @MFA_Kyrgyzstan and @un_kyrgyzstan to support this humanitarian effort.

@UNHCR_Cent_Asia celebrates a new partnership to raise awareness of forced displacement and statelessness across Central Asia.
But what about the Afghan refugees under UNHCR’s own mandate in #Kyrgyzstan?
For over 25 years, our families have lived in prolonged legal uncertainty, isolation, and vulnerability. Our UNHCR mandate status is not recognized as national refugee status, and our mandate cards do not provide a viable pathway to permanent residence, citizenship, or a secure future.
We remain trapped between international protection and the absence of an effective national solution — exposed to barriers, exclusion, and constant uncertainty. There is no meaningful local integration without a viable legal pathway, and no durable solution when permanent residence remains out of reach and third-country resettlement offers no clear prospect.
Children grow up here. Young people reach adulthood. New generations are born into the same unresolved situation — inheriting prolonged uncertainty instead of security and opportunity.
A refugee status should never become a life sentence. Legal limbo must never become an inheritance passed from parents to children.
Refugee protection must mean more than registration, mandate cards, reports, and awareness campaigns. It must lead to safety, dignity, and a durable solution.
We ask @UNHCR_Cent_Asia and @Refugees:
1. What concrete durable solution is being pursued for our community?
2. How many cases have been referred for third-country resettlement in the past five years?
3. What roadmap and timeline exist for resolving this 25-year crisis?
We call on UN Resident Coordinator @bjw_williams, @un_kyrgyzstan, and @UNHumanRights to help ensure that this situation receives urgent, meaningful attention.
We appeal to resettlement partners — @StateDept @StatePRM @USEmbassyKG, @IRCC (Canada), @HomeOffice (UK), @dfat (Australia), @MFATnz (New Zealand), and European partners, including the nations that maintained a two-decade presence in Afghanistan and share a profound moral commitment to the future of its people — to help advance third-country resettlement for our verified cases.
We also draw the attention of @MFA_Kyrgyzstan and President @SadyrJaparov to support resolving this long-standing humanitarian deadlock in cooperation with international partners.
Before celebrating new initiatives, confront the unresolved reality of refugees already living under UNHCR’s mandate. We need a future, a durable solution, and the chance to live in safety and dignity.

For 25+ years, our community has remained without a viable national legal-status solution.

▪️ An end to presenting local integration as an attainable solution without a viable legal pathway.
A strategy must lead to solutions—not institutionalize indefinite waiting.

If return is unsafe, local integration is blocked by legal barriers, and resettlement remains inaccessible, what durable solution is actually available to us?

Kyrgyzstan has rejected Europe’s proposal to accept deported Afghan and African nationals. But before further discussions about transferring people to #Kyrgyzstan, there is a fundamental question the international community must answer: what about the Afghan refugees who are already here?
For more than 25 years, Afghan refugees under @UNHCR’s mandate have remained trapped in legal limbo in Kyrgyzstan, without a viable pathway to permanent residence or a durable solution.
We are already here. We are recognized under UNHCR’s mandate. Generations have grown up in uncertainty. We have raised our voices, documented our plight and appealed repeatedly for action. Yet meaningful dialogue, transparency and a concrete resettlement pathway remain absent.
Before discussing where to transfer more people, shouldn’t the international community first address the unresolved fate of those who have already spent a quarter-century here? We are not an abstract number in a report or a footnote in another strategy. We are human beings whose future has been postponed for decades.
Monitoring us is not protecting our future. Recording our existence is not resolving our plight. And another strategy cannot substitute for action.
We call on President @sadyrzhaparovkg, @MFA_Kyrgyzstan, @UNHCR_Cent_Asia, @Refugees and @UNHCRgov to help break this 25-year deadlock and ensure that our situation is no longer overlooked in regional and international discussions.

But what about Afghan refugees who have already spent 25+ years without a durable solution?
We are just over 100 Afghan @Refugees mandate refugees in #Kyrgyzstan — predominantly women, young adults and children, with families now in their 2nd and 3rd generations.
🇰🇬 KYRGYZSTAN REFUSES TO RECOGNIZE OUR UNHCR MANDATE REFUGEE STATUS.
Local integration is not a viable pathway for us. The legal door has been closed for decades. Return to Afghanistan is not a safe or realistic solution.
Yet third-country resettlement — a protection pathway actively used elsewhere — has never become a real pathway for our community.
The reopening of the UKRS shows that safe and legal resettlement mechanisms exist.
