Congress absolutely has a role in decisions of war and peace. But the President is Commander in Chief, and the War Powers Resolution itself places its central obligations on the President. The Secretary of War operates within that chain of command—he does not independently decide when America goes to war.
If Congress has a constitutional dispute over presidential war powers, then we should debate that question directly. Turning the Secretary of War’s execution of presidential military policy into a personal impeachment case doesn’t defend the Constitution—it deliberately blurs the very lines of authority the Constitution requires us to understand.
The Pentagon’s job is to deter our enemies and, when called upon, fight and win America’s wars. That mission is too important to turn the Department into a proxy battlefield for members of Congress looking to manufacture political spectacle.
