Semester over! It has been a fun one visiting @IowaLawSchool. It also marks the end of my time at @NIU_Law - I'll be joining the @mulaw faculty in the fall. Excited for the new opportunity but already missing my students and colleagues at NIU who have made it a wonderful 7 years!

In the wake of WV v. EPA, seeing lots about local governments filling in the climate policy gap. They've been doing so for a long time, but local climate action depends on cities having the authority and $$ - and the authority to raise $$! - to act. bloomberg.com/news/articles/…

Time for Biden Administration to start looking at more aggressive/creative ways to assist/empower local governments - some thoughts on how they may be able to do so (with needed qualifiers about regulatory action after WV v. EPA): papers.ssrn.com/sol3/papers.… texaslawreview.org/why-local…
The @NIULaw Chicagoland Junior Scholars conference will be held again this year on 9/30 at beautiful @LoyolaChicago! Now taking applications - if you have been on a law faculty fewer than 10 years, consider submitting an abstract (200-300 words) to [email protected] by 7/1.

State preemption of local natural gas bans is cutting off an important avenue for local climate policy. Great article by @ella_nilsen for @CNN giving very needed coverage to the trend - glad to have a chance to speak with her for the piece.

New post up at @SlogLawBlog re: local decarbonization/building electrification/natural gas bans/choose your policy buzz word. How can cities tackle the building emissions problem?
Sarah Fox on local leadership in decarbonization efforts. If Ithaca can do it, shouldn't big cities follow that lead? sloglaw.org/post/what-does-i…

@sarabronin love to see the leadership out of @CityofIthaca1! Will be really interesting to follow.
As @SheilaRFoster and @cpappalardo80 put it - "historic and systematic disinvestment in minority neighborhoods and ongoing widespread disparities in terms of quality of housing" offer compelling reasons to promote local involvement and input in the #Climatejustice conversation

Such an interesting dissection of the land use/transit relationship from @sarabronin - can't wait to read the full book chapter!

So thrilled to be part of the Environmental Law Collaborative conversation this year - taking seriously the prospect of 4C warming, as inspired by @jbruhl and @ProfRobinCraig in papers.ssrn.com/sol3/papers.…

What does 4C mean for cities? Lots of things, but at a high level, it requires recognizing that many local governments will change dramatically in terms of loss of usable land, loss or gain of population, and the needs of the population that remains

Which of course means they need the authority/ability to change! Change in terms of land use, financing, resiliency, infrastructure, social services, housing, etc etc etc. A 4C world will require enormous amounts of local flexibility.
