The Cost That Will Decide an Industryโs Revival
Pakistanโs textile exports are showing signs of recovery. But can that recovery last if energy remains too expensive for industry?
In his latest article, โThe Cost That Will Decide an Industryโs Revival,โ published in The News Internationalโs Money Matters, Moaaz Manzoor examines why energy pricing and structural reforms will determine whether Pakistanโs textile sector can sustain its recovery.
The numbers tell an important story:
โ
USD 17.93 billion in textile and apparel exports in FY2025โ26
โ
5.55% export growth in the first two months of FY27, led by readymade garments and knitwear
โ
Rs 3.6 trillion in gas-sector circular debt, including Rs 1.8 trillion in principal
โ
400 MW offered in the first electricity wheeling auction, with 800 MW planned over five years
โ
160 MW maximum allocation per participant in the initial auction
โ
USD 10.65 billion in planned transmission investment needed to support a competitive electricity market
The central challenge goes beyond electricity tariffs. Pakistanโs current energy pricing structure places part of the cost of protecting households on industrial consumers, weakening export competitiveness.
The way forward requires a different approach: transparent, budgeted subsidies for vulnerable households, competitive electricity procurement, rationalised industrial tariffs and reforms that prevent further circular debt accumulation.
The introduction of electricity wheeling through the Competitive Trading Bilateral Contracts Market is an encouraging step. But its success will depend on implementation, transmission capacity and genuine competition.
Pakistanโs textile revival cannot rest on export growth alone. It must be supported by an energy system that allows industry to compete sustainably in international markets.

Securing Market Access: Pakistanโs Textile Trade at a Turning Point
Pakistanโs textile exporters have long relied on preferential access to the EU and UK. Now, new trade agreements, changing preference rules and US tariffs are intensifying competition.
In โSecuring Market Access,โ published in @thenews_intl Money Matters, Hasan Salahuddin and @moaazmanzoor99 examine what these shifts mean for Pakistanโs largest export industry.
For Pakistan, the stakes are significant:
โ
USD 18 billion in textile and apparel exports in FY2025โ26 โ around 60% of national export earnings
โ
About three-quarters of textile and apparel exports went to the EU, UK and US
โ
EU exports fell to USD 7.10 billion in FY26; the EUโIndia deal could further erode Pakistanโs tariff advantage
โ
UK exports slipped to USD 1.73 billion; the UKโIndia deal adds new competitive pressure
โ
US exports rose to USD 4.85 billion, but most Pakistani goods face an additional 10% duty
โ
Retaining GSP+ beyond 2028 requires a fresh application and implementation of 32 international conventions
โ
Exports to Japan, South Korea and ASEAN stood at just USD 72 million, USD 46 million and USD 219 million, respectively
The priority is clear: protect GSP+ and DCTS preferences, pursue a cotton-linked quota in US trade talks and negotiate stronger access to new markets.
Trade diplomacy must go hand in hand with reforms in energy pricing, tax refunds and cotton production. Pakistan cannot afford to lose export orders simply because competitors secure better tariff terms.

Pakistan Textile Councilโs position on preserving the Export Facilitation Scheme (EFS) for legitimate export inputs continues to receive national media attention.
PTC has urged Prime Minister Shehbaz Sharif to oppose further exclusions of yarns and fabrics under Chapters 52 and 55 and ensure that genuine exporters retain access to the inputs required by international buyers.
The wider concern is structural. Global textile demand is increasingly shifting toward man-made fibres, while Pakistan remains heavily dependent on cotton-based exports.
The numbers highlight the gap:
โ
Synthetic fibres account for 69% of global fibre production
โ
Cotton accounts for 19%
โ
MMF-based products represent about 63% of global textile and apparel trade
โ
Pakistanโs MMF-based share in textile and apparel exports is only about 12%
โ
Bangladesh is targeting an increase in MMFโs share of apparel exports from around 24% to 40% by 2030
Pakistan has almost no domestic viscose or lyocell fibre production, while many technical yarns and performance fabrics required by buyers are not manufactured locally. For value-added exporters, access to imported inputs is therefore not optional; it is part of remaining competitive in global sourcing.
Further restrictions could raise costs, lock up working capital, discourage MMF investment and weaken buyer confidence.
PTC supports strict enforcement against misuse of EFS, including misdeclaration, under-invoicing and diversion into the domestic market. The objective should be to target violations without penalising compliant exporters.
