Here we see Sir Tim Berners-Lee's proposal for the World Wide Web, revised back in May 1990.

Excited to see the #Plan_S -aligned UKRI's new #OpenAccess policy taking off! Also, happy to announce that the Journal Checker Tool has been updated to reflect the new policy and to help @UKRI_News grantees choose journals that offer a route to compliance. journalcheckertool.org
Our #OpenAccess policy is now in effect. Immediate open access is now required for all new peer-reviewed research articles arising from UKRI-funded research.
