I don't think it would be appropriate for harsh new restrictions to be imposed on a city where positive test results are already falling, and then celebrate the success of lockdowns.
Manchester is a good example. A clear decline, so why impose a damaging lockdown?

After an initial spike at the start of Coronavirus largely caused by care homes death rates, Sweden now has one of the lowest cases and death rates in Europe. And they kept their society away from draconian lockdowns. This is the real normal.
