🌾🇪🇺 European agriculture on the brink of collapse
Geopolitical tensions, soaring input costs and increasingly severe climate pressures are exposing the vulnerabilities of Europe’s agricultural production systems.
During today’s exchange with Agriculture Commissioner @CHansenEU , Farm Europe called for a new approach: doing both short-term crisis management that is urgently needed AND at the same time buildling a long-term European plan for agricultural growth, investment and resilience.
This means supporting farmers’ cash flow, strengthening production capacity, unlocking investment, developing new markets and putting agriculture back at the heart of Europe’s strategic choices.
As Yves Madre, President of @FarmEurope, stressed: “The current growing seasons mark a tipping point.”

Many of us remember bad food at school — public procurement pulling against the direction of public policy, too often serving imported food produced via lower standards.
But change is under way.
After years of mobilisation by farmers, local initiatives — sometimes in small towns and regions, sometimes in capitals — the European Commission is finally taking a first important step: the Public Procurement Act proposal sets out a framework allowing food contracts to take account of freshness, seasonality and the way supply chains are organised, including their local dimension.
It is not yet mandatory, and it does not yet address ultra-processed food. But it is an important step forward.
We now urgently need a clear EU definition of UPF, so that this too can become a criterion in public procurement contracts. It is now clearly established that those products have major negative consequences for the health of Europeans.
Time to act !
What if public money could do more for public health?
Public procurement is one of the most powerful tools available to public authorities to shape healthier, higher-quality food systems.
That is why @FarmEurope and @eateurope welcome the inclusion of a specific provision on food in the proposed Public Procurement Act — while calling for greater ambition.
🍎 Fresh, seasonal, quality food should not be optional.
🏫 Schools and hospitals should be leading the way.
🥩 Short supply chains and minimally processed foods should be prioritised.
🚫 We need effective tools to address the growing challenge of ultra-processed foods (UPFs).
The scale of public procurement means that the choices made today can directly influence the diets and health of millions of European citizens.
The next step is clear: move beyond a predominantly voluntary approach and ensure that public procurement rules put public health and the public interest at the heart of food procurement.

The @EU_Commission has made a significant move towards carbon farming by committing to explore the possibility of trading CRCF agricultural carbon credits on the ETS market, thereby building on the proposals put forward by Commissioner @CHansenEU in the #fertiliser strategy. But this cannot wait until 2034. The Council & European Parliament should open up this option right now !

Produire plus que l’on consomme, c’est garantir la sécurité d’approvisionnement.
La crise énergétique 2022-2023 a coûté 72 Mds€. Nos importations fossiles pèsent encore 60 à 120 Mds€ par an.
En 2024, la France a produit 539 TWh (majoritairement nucléaire) et exporté 89 TWh, soit 5 Mds€ pour la balance commerciale.
La demande peut bondir : voitures électriques, chauffage, industrie.
Or une centrale se construit en années. Il faut anticiper.
Le risque n’est pas d’avoir trop d’électricité.
Le risque, c’est d’en manquer.
Subir les prix ? Non.
Assurer notre souveraineté énergétique ? Oui.
Si l'ajout de la dimension de réciprocité ne change pas fondamentalement la donne de l'accord UE/#Mercosur, et la faiblesse des clauses de sauvegarde, cela envoie néanmoins un signal politique fort.

It is difficult to understand the positive reactions to the adjustment proposals submitted by President @vonderleyen on the EU budget. Those ideas do not address the questions rightly raised by the leaders of the main political groups regarding the loss of autonomy of the CAP, the marginalisation of the European Parliament in defining key parameters of this policy, not to mention the budgetary equation, which remains highly problematic. euractiv.com/news/disunited-…
Monsieur le Ministre, nous savons tous parfaitement que la nouvelle clause de sauvegarde unilatérale est une simple déclaration de papier qui n’offre pas la moindre protection face au #Mercosur. Elle ne correspond en rien au nécessaire principe de réciprocité fondamental pour la crédibilité même des règles 🇪🇺 et des principes d’un commerce équitable.
A very important point underlined by the French PM for the future Common Agricultural Policy : no clear 🇪🇺 rules does not make the CAP simpler. On the contrary, this creates uncertainty, lack of predictability & overall undermine the internal market for farmers. More complexity.

La PAC doit rester une politique commune : simplification oui, mais pour tous, sans distorsion du marché ni concurrence déloyale.
Elle doit soutenir le revenu des agriculteurs, maintenir les aides couplées et les aides spécifiques aux zones de montagne et aux territoires fragiles, et répondre aux besoins de chaque filière, y compris en outre-mer.
Le gouvernement restera pleinement mobilisé pour soutenir les agriculteurs face aux défis actuels — droits de douane américains, revenus incertains, renouvellement des générations et concurrence internationale — et garantir la souveraineté alimentaire de la France et de l’Europe.

This generational strategy is a step back in comparison with the current #CAP.

Les règles de lutte contre la déforestation sont importantes, mais discréditées par la complexité inutile imposées aux opérateurs des zones sans risque de déforestation. Malheureusement le chemin choisi pour simplifier ce texte avant son entrée en vigueur reste compliqué.
If the intention to keep anti-deforestation rules with simplification is good. The pathway chosen by the @EU_Commission is a case study on how to make simplification complex.
