Yesterday I published a new major version of my package pub.dev/packages/hmr in which I completely redesigned the way to manage hot-reloading through the use of Dart VM with a feeling at ViteJS.
I totally agree, that's why I contribute since 4 years to the language ecosystem with the creation of several packages:
