The physical threat to individuals was assessed as the highest-level current risk from Iran and comparable to that from Russia. Iran often uses third-party criminal networks rather than its own nationals for operations. Irregular arrivals and charged cases In May 2025 three Iranian men: Mostafa Sepahvand, Farhad Javadi Manesh, and Shapoor Qalehali Khani Noori, were charged under the National Security Act with conduct likely to assist a foreign intelligence service (Iran) and with surveillance/reconnaissance intended to enable serious violence. Police said the activity targeted journalists at Iran International. All three had arrived illegally between 2016 and 2022 (one concealed in a lorry, two by small boat), claimed asylum, and been granted leave to remain. Their trial was scheduled for 2026. Iranians have formed a significant share of small-boat arrivals since crossings rose in 2018 (more than 30,000 reported in various accounts). The National Crime Agency noted in March 2026 that conflict involving Iran could increase such arrivals. Public and political warnings in 2026 On 30 April 2026 Nigel Farage stated on GB News that a well-connected source in the Iranian-Persian diaspora had told him Iranian operatives had crossed the Channel in small boats in recent weeks. He described this as “importing terrorists” and challenged the government to confirm or deny it. He later referenced a related point at Prime Minister’s Questions in mid-May concerning an Iranian who had arrived by boat and been arrested on terrorism-related charges. July 2026 reporting on intercepts A Telegraph investigation in late July 2026 reported that UK authorities had intercepted individuals with links to Iranian intelligence (the Ministry of Intelligence and Security) attempting Channel crossings. People smugglers claimed Iran facilitated some journeys from Calais camps in exchange for later “favours.” Iranian officials were quoted saying some smuggling routes from the Middle East were influenced or “owned” by the IRGC, specifically Unit 700 (the Quds Force logistics arm). Officials also claimed “revolutionary people” were already in London awaiting instructions and that the routes were more useful than missiles.
