Per Youngkin, it can unlock hundreds of millions of dollars a year for scholarships, tutoring and services for kids with disabilities. About 20 governors still haven't opted in. Youngkin explained why: "The teachers unions are adamantly against this. Why? Because it breaks their monopoly." Every governor who's still holding out is choosing the unions over kids.
