When it comes to understanding how national priorities translate into results, few perspectives are more valuable than those of the people doing the work.
Our MPA pioneers explored this with Dr. @Felicienus , Deputy CEO of @GovernanceRw, through a guest lecture on โPlanning, service delivery and local government capability", using Rwandaโs "Imihigo"(performance contracts) to examine how homegrown solutions can drive accountability and results.
A lesson in what it takes to turn plans into progress.

Dr. @ekalisa1: We must ask ourselves not only โHow do we successfully implement the projects we have today? but also โhow do we build institutions that will remain capable of serving our community tomorrow?โ
Dr. @ekalisa1: The strength of an organisation should be measured not only by the projects it implements or the resources it mobilises, but by the lasting positive difference it makes in the lives of the people and communities it serves.

๐จ@GovernanceRw CEO @DodoPicard explained what the scorecard is and highlighted one of the pillars where progress has been made, but where more improvement is still needed.
๐The @GovernanceRw uses two diagnostic tools that speak to each other, the Governance Scorecard and the Citizen Report Card.
๐The Governance Scorecard measures how governance is working inside #Rwanda๐ท๐ผ, whether targets and goals are being met.
๐The Citizen Report Card is not just a perception survey but a citizen experience survey, capturing how citizens experience service delivery in their daily lives, drawn from tens of thousands of people sampled across all districts and demographics every year.
๐Every year, @GovernanceRw issues recommendations to responsible institutions and follows up on their implementation.
๐ It is not just a shelf report, but a diagnostic tool that holds a mirror to the country's progress, and sometimes its regrets.
๐The Scorecard has eight pillars, 30 indicators, and 151 variables. The participation and inclusiveness pillar improved from 85 percent to 86 percent, moving from fifth to second place.
๐The lowest performing pillar is investing in human and social development, at 64 percent, affected by pressure points in service delivery and economic and corporate governance.
๐Human capital cannot be built without good services, and cannot translate into prosperity without productive economic governance.
๐For underperforming areas, RGB goes beyond flagging low numbers to identifying root causes, responsible parties, and what must change, then follows through on recommendations.
๐จOn the culture of results within governance institutions, @GovernanceRw CEO @DodoPicard said:
๐A culture of results is a simple concept: a plan is not a result, and a report is not a result.
๐Result looks like measurable improvement of a citizen's life.
๐The #Rwanda๐ท๐ผ Governance Board sets clear targets, assigns responsibilities, and measures performance, not just to produce figures, but to track real impact on citizens' lives and identify where course correction is needed.
๐This is achieved through tools such as the Governance Scorecard and the Citizen Report Card, which put the voice of the citizen at the center.
๐Average national results are not enough. Progress must go the extra mile, the last mile, to be felt in the daily life of the citizen.
Trust is a product of citizen participation. We have to turn citizens from passive beneficiaries into stakeholders and active participants -@DodoPicard Chief Executive Officer, @GovernanceRw. How does governance in your country treat the issue of trust? The social contract?

๐The RGB Chief Executive Officer Dr. Doris Uwicyeza Picard delivered an insightful and inspiring lecture to the participants, reflecting on #Rwanda's transformational journey.
๐She stressed on homegrown solutions initiatives which helped the country reach its current development.
๐Among the homegrown solutions she highlighted were Gacaca, Umuganda and community based health insurance (CBHI), which she noted has become a proof of homegrown ownership.
Today the CEO of #RGB Dr. @DodoPicard joined a panel discussion at the Africa Mindset Reset Forum on Rwandaโs Home-Grown Solutions in the countryโs transformational journey after the 1994 Genocide against the Tutsi. #MindsetReset2026 #AfricaResets. Thread๐
Day two at the Africa Mindset Reset Forum is underway. The continent showed up ready to reset how it leads and builds, and ASG was proud to host that conversation.
#MindsetReset2026 #AfricaResets
Dr. @DodoPicard: CBHI did not just change health metrics, it changed the psychological architecture of our society. 99.1% of citizens report that having health insurance gives them confidence in their future. #MindsetReset2026 #AfricaResets
Urging other African communities to initiate their home-grown solutions, Dr. @DodoPicard noted that exporting Home-Grown Solutions like CBHI is not about copying and pasting a Rwandan model. Instead, it is about adopting the underlying philosophy and method. #MindsetReset2026

โI am addressing young people here who are aspiring to be leaders. It is in your capacity, in your ability, in every possibility, to give your life a purpose and to make a choice. A choice that you know if you have made it, it is not just going to be confined to your life, but has impact on other peopleโs lives.
That is why itโs important when people are talking about why we should work together, continentally. Because not working together, what purpose does it serve? Who benefits from it? I just want to say, give it a try, you fail, you make a loss here, you make a gain here, but you stay the course. Keep going.โ President Kagame | Africa Mindset Reset Forum 2026
