Look at three clear pre-Nicene primary sources before 325 AD:
1. 1 Clement ( 96 AD): The Bishop of Rome intervenes authoritatively across the Mediterranean to settle a schism in Corinth, explicitly asserting apostolic authority over another see.
2. St. Irenaeus (Against Heresies, 180 AD): "It is a matter of necessity that every Church should agree with this Church (Rome), on account of its preeminent authority..." (Book III, 3.2).
3. Pope St. Victor I (190 AD): Threatens to excommunicate entire Asian dioceses during the Quartodeciman controversy, an exercise of universal jurisdiction that no other bishop claimed or attempted.
Newman’s development of doctrine explains the administrative growth, but the Petrine primacy itself is explicit right out of the gate.

We Eastern Catholics allow married priests, and we’re experiencing the same priest shortage as the Latin Church. Relaxing the celibacy requirement would have little to no effect.
