Apparently their is a positive moral obligation for me to have relations with my wife if she is fertile. No..... Abstinence is permissible.
Why is this controversial? St. Irenaeus (Against Heresies, 180 AD): "It is a matter of necessity that every Church should agree with this Church (Rome), on account of its preeminent authority..." (Book III, 3.2). 3. Pope St. Victor I (190 AD): Threatens to excommunicate entire Asian dioceses during the Quartodeciman controversy, an exercise of universal jurisdiction that no other bishop claimed or attempted. Newman’s development of doctrine explains the administrative growth, but the Petrine primacy itself is explicit right out of the gate.
