【法案の3つの課題】
榛葉幹事長がNHK日曜討論で指摘した通り、高市内閣の「食料品消費税減税＋支援金」パッケージには大きく3つの課題がある。
法案の賛否は、これらの課題が今後の審議・協議で解消されるかにかかっている。
◾️消費税減税そのものの課題
①農家支援の具体像が見えない。
売上の5％程度を給付する方針だが、誰がどう実施するかも不明。
②外食支援の具体像も不明。
居酒屋倒産がコロナ禍を超える厳しい状況で、プレミアム商品などで対応できるか不透明。
③財源の全体像が見えない。
レジ改修1,100億円に加え、農家支援、外食支援でそれぞれ2,000億円程度かかる見込みだが、追加費用の全体像が不明。
◾️減税開始前の問題
来年4月までは、生活が苦しい方への支援がない。中所得者以上には、昨年末に自国で合意した103万円→178万円の引き上げによって、年末調整で一人当たり3〜6万円が所得税の減税として戻るが、生活が厳しい非課税世帯には減税効果が及ばない。ポイントを活用した迅速な給付措置などが必要だし、寒い冬を前に電気・ガス・水道・灯油の支援も不可欠だ。
◾️減税終了後の問題
2029年4月に1％を8％に戻す際、概ね300万円以下の低所得層には新設される「支援金」が給付されるが、300万円超は対象外となるため中間層には大幅な負担増となる。そのため国民民主党は約5万円の「住民税減税」を対案として示し、中間層の手取りの減少を回避する法案を火曜日に提出する予定だ。
高市総理が「本丸」と位置付けた「給付付き税額控除」が、このままでは単なる低所得者向け給付になってしまう。新設される「支援金」は、「税額控除なき給付」に過ぎない。
国民民主党が提案する「中間層向け住民税減税」をセットで実現することで、高市総理が本来目指した「給付付き税額控除」の完成形に近づく。現役世代の手取り増にもなるため、政府・与党には、ぜひ取り入れてほしい。
食料品消費税減税は2年で終わるが、国民の暮らしも子育て・介護も2年では終わらない。国民民主党は、ずっと続く暮らしに寄り添う恒久的な政策を提案していきたい。

そんなに日本の学校給食に文句があるんだったら、とっととアフガニスタンに帰れ。
食物アレルギーでもないのに、学校給食で宗教対応を迫られたら、あらゆる宗教に配慮しなければならない。
そんなのは現実的ではない。
