Today is a monumental day for peace.
This legislation was deeply important to my brother, Lindsey, and I’m grateful that it achieved such a wide coalition of support on the House floor. I am committed to achieving a peaceful resolution to the war in Ukraine, and I’m confident that this legislation will pave the way.
I sincerely appreciate Rep. McCaul’s leadership and determination in getting this across the finish line. I’m also thankful for the work of my Senate co-leads, Senators Blumenthal, Shaheen, Britt and Wicker. Their support never wavered.
I would also like to thank President Trump and his team for diligently collaborating with Congress on this legislation. This bill assists President Trump in his noble efforts to bring the Russia-Ukraine war to a close and allows President Trump to keep applying strong economic pressure on the Iranian regime.
🚨 I'm proud to announce the House just passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by a vote of 262 to 159 — fulfilling one of Sen. Graham's final wishes.
This bill will cripple the Russian war machine and finally bring Putin to the negotiating table. And it will ensure America’s adversaries — not only Russia, but also China and Iran — suffer for their coordinated campaign of aggression.
262 members the House voted not just for Ukraine, but for freedom and democracy. Today, we are one step closer to securing Lindsey’s vision of enduring peace in Ukraine and beyond.

Yesterday's bipartisan 262-159 House vote was an important step for more than Russia sanctions. The bill also includes a version of the Solidify Iran Sanctions Act, an effort @FDDAction has supported to ensure critical Iran sanctions authorities don't expire at the end of this year.
As @SenatorTimScott noted, preserving these authorities will help sustain economic pressure on Tehran.
More on why this matters👇🏼

In a fitting tribute to Lindsey Graham, the House has passed the Russia and Iran sanctions bill he championed.
It includes a version of my Solidify Iran Sanctions Act, extending key Iran sanctions authorities that will help enable Operation Economic Outcast and hold all our adversaries to account.
The bill now heads to @POTUS.

Turkey is NOT OUR FRIEND. Just this past week, @SecScottBessent had to crack down on them for actively funding Iranian terrorists who are killing our servicemen and women.
This is about keeping our country and our families safe. We cannot rest until anyone with ties to the evil Iranian regime is held accountable—no matter who they are.
Today, as part of Operation Economic Outcast, Treasury severed the Iranian regime’s critical financial lifelines in Türkiye. The Office of Foreign Assets Control designated Türkiye-based Golden Global Bank and its subsidiaries, which have facilitated tens of millions of dollars’ worth of transactions for the Islamic Revolutionary Guard Corps-Qods Force and provide the Iranian regime with key correspondent banking access that allows it to move its funds internationally.

Grateful to introduce the bipartisan SRBIJA Act! Under President Vucic, Serbia has deliberately drifted further from Rule of Law and nearer to enemies of freedom like War Criminal Putin, the Chinese Communist Party, and the terrorist regime in Tehran. Despite widespread protest of corruption, the Vucic government threatens to destabilize the region and beyond. The people of Serbia deserve better.

There is one very important thing to remember about how money moves to Iran through the UAE. It is often indirect. And that’s not what this new policy appears to address.
Billions of dollars of the regime’s sanctioned oil revenue moves through UAE by way of opaque shell companies based in China/Hong Kong. That means halting all DIRECT trade, commercial exchange, and financial transactions with Iran may still allow billions in oil revenue to reach the regime INDIRECTLY.
As has always been the case, to solve the problem of Iranian sanctions evasion, more pressure must be put on the regime’s enablers in China. UAE deserves credit for this long overdue move, but the U.S. needs to keep up the pressure and ensure banks in the Emirates apply enhanced due diligence on transactions for which there is reason to suspect possible Iranian sanctions evasion/shadow banking. FinCEN’s June 2025 advisory identifies many such red flags and typologies of evasion. fincen.gov/system/files/advi…
Director of the Strategic Communications Department at MoFA: All Trade, Commercial Exchange, and Financial Transactions with Iran Halted
The Director of the Strategic Communications Department at the Ministry of Foreign Affairs (MoFA), Afra Al Hameli, rejected all allegations regarding the status of the economic relationship between the United Arab Emirates and the Islamic Republic of Iran. Al Hameli reiterated the UAE’s steadfast commitment to dialogue, cooperation, and regional integration as essential means of advancing peace, stability, and prosperity in the region.
Al Hameli underscored that, in light of regional escalations that undermine regional and international peace and security, all trade, commercial exchanges, and financial transactions with Iran have been halted until further notice.
Al Hameli emphasized that the UAE remains firmly committed to safeguarding the integrity of the international financial system, in line with international law and the highest global standards.

For more than a year, Senator Lindsey Graham and I worked together to turn the principle of peace through strength into action.
Now, following the overwhelming bipartisan passage in the Senate, we are carrying that work forward in the House with the Lindsey O. Graham Sanctioning Russia and Iran Act.
This sweeping bipartisan legislation cuts at the resources sustaining Putin’s war—sanctioning Russian officials, oligarchs, banks, and foreign financial institutions; disrupting the shadow fleet moving Russian oil; restricting Russia’s access to capital and energy investment; imposing severe economic consequences on those helping finance Moscow’s aggression; and preserving critical sanctions authorities against the Iranian regime.
The purpose is clear: strengthen America’s leverage against our adversaries, weaken Putin’s capacity to wage war, strengthen Ukraine’s position, and advance a just and lasting peace. We will get this done.

The Senate just passed an extension to the Iran Sanctions Act as part of the Russia Sanction bill - another step toward ensuring key sanctions on Iran do not expire at the end of this year.
Last May, the House passed the Solidify Iran Sanctions Act, fully striking the expiration deadline.
Now we need to get it across the finish line. These regimes shouldn’t be able to wait out American resolve.
Lindsey understood that peace is secured through strength.

CCP-linked buyers purchased land 12 miles from Grand Forks Air Force Base. A CCP intelligence official owns golf courses bordering Barksdale, home to our nuclear bomber fleet. Chinese nationals bought property within 1 mile of a base housing nuclear missiles.
This is not real estate. This is strategic positioning. The fact of the matter is: some of these were stopped. Some were not. And the fact that CCP-affiliated groups were able to purchase American land next to nuclear facilities in the first place is completely unacceptable.
We are the people's House. Protecting this country is our first obligation.
