Today, LPPC President @EnergyFalcone joined @SPGlobal’s Power Play panel in New York City to discuss affordability, rising infrastructure costs, and new demand from data centers. His message: public power has kept rates well below inflation, rising about two-thirds as fast as prices generally over the last 15 years. With LPPC members planning about $166 billion of investment over the next decade, Tom emphasized that the central question isn't whether data centers will drive new costs, but who pays for them. LPPC members are already implementing large-load tariffs, long-term contracts, and financial safeguards to ensure new customers pay their fair share without shifting costs onto existing residential and business customers. However, outdated federal tax regulations governing private business use continue to complicate these protections for tax-exempt public power utilities. As the industry navigates this historic investment cycle, public power remains focused on its core mission: delivering reliable, affordable electricity while ensuring the costs of growth are allocated fairly. The third and final chapter of the Great Plains New Nuclear Consortium's CEO video series, "The Future of Advanced Nuclear: Public Power's Cost of Capital Advantage," explores a key strength public power brings to new nuclear development: its not-for-profit, community-owned business model. With access to tax-exempt debt, no shareholders to pay, and no corporate income tax, how can public power's lower cost of capital help finance the next generation of nuclear projects? And how do federal investment and production tax credits, available to public power through direct-pay provisions, help put new nuclear within reach for more communities? LPPC thanks Tom Kent, President & CEO of @NPPDnews; Emeka Anyanwu, CEO of @LESupdates; Dan Sullivan, President & CEO of @grda_ok; and Javier Fernandez, President & CEO of @OPPDCares, for their leadership in advancing the future of nuclear generation across the Great Plains and the nation.

$166 billion. Ten years. One mission: reliable, affordable public power. Last week, LPPC President @EnergyFalcone joined Patrick Hennigan of @PGE4Me and Joel Yu of ERock at the 2026 @NCEWConf Policymaker Symposium, hosted by @CRESenergy, for a conversation moderated by Nidhi Thakar of @CEBAPower: "Demand and Opportunity: How AI is Reshaping American Energy." LPPC members already power roughly 18 percent of the nation's data center load and expect to connect roughly a third of what comes next. To serve it, they plan to invest $166 billion in generation, storage, transmission, and distribution over the next decade, adding more than 59 gigawatts of new capacity to the 110 they operate today. Tom's message was direct: no developer builds a skyscraper without a tenant financially committed to the space, and the same standard should apply when a service request triggers grid investment. A customer's willingness to contract for what they are asking utilities to build is the best evidence that the demand is real. LPPC members are not-for-profit, owned by the 30.5 million Americans they serve, and governed by boards that meet in public. There is no shareholder to absorb a mistake, which is why building this right matters.

LPPC estimates that prepayment transactions priced over the last five years will save electric customers about $1.9 billion and gas customers about $2.6 billion over their initial term (about seven to ten years). That's about $16.7 billion in total customer savings if the discount renews on similar terms over a typical thirty-year supply contract. "Prepaid energy is not exotic. It is a public power utility buying fuel and power at a discount and passing that discount to the residents and businesses it serves," said LPPC President @EnergyFalcone. LPPC member utilities represent nearly 40% of the nation’s non-federal hydropower production. On National #HydroPowerDay, LPPC joins the @NatlHydroAssoc in endorsing H.R. 9806/S. 3518, the bipartisan FLOWS Act, which would modernize federal hydropower regulation while maintaining existing environmental safeguards and @FERC oversight. The legislation would alleviate routine maintenance, equipment replacement, and temporary alterations from unnecessary prior FERC approval and establish a streamlined licensing pathway for small hydro-kinetic projects. For not-for-profit public power utilities, unnecessary regulatory costs are ultimately borne by the communities and customers we serve. Modernizing these requirements can help utilities invest more efficiently in the safe, reliable operation of hydropower resources that provide affordable, reliable electricity to millions of Americans. LPPC thanks Sens. @lisamurkowski (R-AK) and @AngusforMaine (I-ME), and Reps. @NickLangworthy (R-NY) and @RepKimSchrier (D-WA), for their leadership on this important legislation. More than half of LPPC member utilities own, operate, or contract for over 17 gigawatts of hydropower capacity, equivalent to powering approximately 13 million American homes. This represents approximately one-quarter of the non-federally owned hydropower capacity in the U.S.. Our members need hydropower relicensing reform to reduce the time and cost necessary to relicense facilities that already exist. In many cases, these proceedings are cumulatively longer and more costly than the initial construction of the facilities. LPPC is proud to join the @NatlHydroAssoc in supporting the Hydropower Licensing Affordability Act (H.R. 9337 / S. 5048), legislation that would improve the federal hydropower licensing process while maintaining strong environmental protections. LPPC member utilities own and operate more than 17 GW of hydropower — about one-quarter of the nation's non-federal hydroelectric capacity. This legislation would help ensure licensing conditions are tied to a project's actual impacts, improving certainty, reducing unnecessary costs, and supporting reliable, renewable power. LPPC thanks Rep. @RepBentz and Sens. @SteveDaines, @SenatorRisch, and @lisamurkowski for their leadership on this important legislation. #hydropower #hydrorelicensing #publicpower #permittingreform Video footage of hydro facilities in order appeared: @SnoPUD | @SEACityLight | @NYPAenergy | @amppublicpower | @NPPDnews | @PRPAuthority | @SRPconnect | @grda_ok

When disaster strikes, every minute matters. In Chapter 2 of LPPC's FEMA Reform Video Series, @dssullivantulsa, President & CEO of @grda_ok, explains how outdated @fema reimbursement rules can unintentionally discourage utilities from sending and staging mutual aid crews before major storms. Public power utilities routinely mobilize crews across the country ahead of major events to restore power as quickly and safely as possible. But if a storm changes course, most of those advance deployment costs are ineligible for FEMA reimbursement — even though proactive planning ensures a rapid response when communities need it most. LPPC believes FEMA should modernize its policies to support — not penalize — pre-event staging, pre-positioning, and mutual aid, in order to provide recovery efforts as soon as possible to lessen the impact of storms on communities.
