Good to see tariff deescalation as a summit outcome under the US-China Board of Trade. CTA encourages both sides to build on this progress at upcoming APEC & G20 leaders meetings and avoid future trade actions that would destabilize our $400+ billion economic relationship.

The House appears to be moving towards a vote on the Lindsey Graham Russia Tariff Act next week. But events of the last few weeks only reinforce the reasons to be skeptical of the bill:
1. Recent U.S. diplomacy towards Russia by all accounts included offers of *lifting major US sanctions* on Russia in response to even a limited peace deal. If the U.S. is already putting relief on the table, I don't expect the (non-compulsory) sanctions in the bill to amount to much.
2. Meanwhile, the way I read the bill, Trump could *continue the tariffs* even if there IS a peace agreement, really just turning the bill into a tariff tool for any country that imports Russian oil.
3. I'd welcome a strong Russia sanctions bill. This isn't it. This a tariff bill with some discretionary sanctions thrown in that the President has not shown he plans to implement.

Originally the Section 338 tariffs did not stack on the Section 232 tariffs.
Yesterday's proclamation appears to change that. It looks like Section 338 tariffs will apply on top of the Section 232 tariffs starting next week.

Disappointing to see the US impose Section 338 tariffs on Canada, a longtime ally & trade partner. Retaliatory tariffs raise the stakes even more. US-Canada trade matters for millions of Americans, and both sides must return to the negotiating table and end tit for tat tariffs.

The President has decided that in order to make ground beef cheaper, he will cut tariffs on ground beef. And I'm wondering if he could generalize from this one product to other products, and perhaps concede that tariffs raise prices on American consumers.

The U.S.-Canada agreement avoids escalatory tariffs that would undermine billions in cross border trade. Both sides should work to finalize a deal that permanently ends the 338 tariff threat and retaliatory measures & move towards official U.S.-Canada discussions on USMCA.
