"France knows that we respect its right to possess the Bayeux Tapestry; on the other hand, we do not enjoy the same respect from Greece regarding the Elgin Sculptures." "Their lending to Greece is a clear risk from our side, and their borrowing from the Greek side is a political impossibility. This does not apply to a loan to anyone else, as we are now seeing with Germany. Repeating the offer to lend them to Athens makes the Museum look good on camera, while Cullinan risks nothing. It's a neat trick."
