Hungary spent enormous amounts of money trying to socially engineer marriage and fertility. They got a temporary improvement in fertility and marriage rates, but never got remotely close to replacement fertility, and now the gains have now substantially reversed. The Hungarian statistical office shows direct and indirect family-policy benefits exceeded 4% of GDP at one point. The benefits included family tax allowances, subsidized housing and mortgages, generous parental leave, subsidized childcare, preferential loans tied to marriage and expected children, and large income-tax exemptions for mothers. The CSOK housing program offered grants and subsidized loans tied to having or promising to have children; the Baby-Expecting Loan, a subsidized loan for married couples whose repayment terms became more favorable as children were born; family tax allowances increasing with the number of children; generous maternity and parental benefits; and, lifetime or major personal-income-tax exemptions for mothers depending on the number of children they have. Hungary’s fertility rate was 1.25 children per woman in 2010–11. It climbed to roughly 1.5. After more than a decade of aggressively pro-family policy and spending exceeding 4% of GDP fertility rates increased by .25%. Replacement rate is 2.1. Then fertility rate fell from about 1.51 in 2023 to 1.38 in 2024. 1.27 in 2025. Hungary has now introduced additional personal-income-tax exemptions for mothers that the OECD estimates will reduce government revenue by about 0.6% of GDP in 2026 alone. Yet OECD modeling suggests policies of this type might increase fertility by only about 0.1–0.3 children per woman. Which underscores the point. Social engineering by the government doesn’t work. So if the argument is modern liberalism distorted family formation, so government should deliberately reorder economic policy around marriage, motherhood, fatherhood, and fertility Hungry tried it and it was largely unsuccessful given the enormous amounts of money spent. Why? Because you cannot legislate morality. Nuclear families. Engaged parents. Church attendance. Strong marriages. Responsible fathers. Devoted mothers. Sexual restraint. Sacrifice. Duty. Faith. Community. None of this can be produced by tax credits, welfare payments, federal grants, or administrative directives. Only through conviction, culture, faith, family, church, and voluntary human relationships. Government can only protect the freedom necessary for families to flourish. It can stop actively penalizing marriage and distorting family choices and values. It can pursue economic policies that make raising a family easier. It can never manufacture virtue.
