Because inerrant Catholic teaching had already clarified via the Catechism of Trent, in "Duties of Wives," that wives must "remain home unless compelled by necessity to go out"--much less to WORK outside the domestic walls--it was already redundant by the 20th century to stipulate that elective wifely work "outside the domestic walls" was forbidden.
But Pius XI made it even clearer in paragraph 71 of Quadragesimo Anno that the only remaining type of wifely work--necessity-forced labor--was also evil.
But the Italian translation of the original Latin makes it MUCH clearer--suspiciously clearer--than the English:

Professor Grondelski says "American fertility fell below replacement level in 2008; kids that should have been born that year would be college freshmen this year."
He fails to mention the role Fr. Hesburgh played in the collapse of Catholic fertility by sponsoring secret conferences at Notre Dame to undermine the Church's ban on contraception.
Those conferences combined with the secularization of Catholic education implicit in the Land o Lakes statement, alienated Catholic colleges from their Catholic identity while also insuring that there would be no Catholic students to teach.
