Yet, Governor Evers' redistricting scheme (since rejected by the US Supreme Court) split 115 municipalities. Far more than other maps submitted.
But, but…
Your threads don’t discuss the partisan impacts of the maps. TRUE. That is because partisanship is NOT a court consideration.
But it will be the hot topic once a new map is issued. Coming this spring, @joeminocqua 2022 Wisconsin Legislative Almanac.
PM us for details.
To summarize, for years Governor Evers touted a 'people's commission' that came up with maps so terrible and unconstitutional he didn't even submit them to the Court. Then he hurriedly and secretly crafts maps with zero public input, and they...are still fatally flawed.
Besides the VRA, the other advantage the Legislative plan has over the Evers plan involves municipal splitting. Here is a comparison of the number of municipal splits in the 2 plans (again, using current law and the @CSWisconsin map as benchmarks).
…Logic dictates that CD04 should not give up any people – it must grow. And CD01 should grow into CD02. But Evers is playing games. In his map he makes the already under-populated MKE CD04 district give up people to CD01.
The VRA districts are not the only ones in which Evers makes more than least changes. Check out what Evers proposes for District 21. Again, we’ll use the @CSWisconsin least changes map as the benchmark.
