Speaking at the Governing Council of the CAREC Institute in Ulaanbaatar, Mongolia, I emphasised that if the first 25 years of CAREC were about building roads, railways and physical infrastructure, the next 25 years must be about building shared knowledge, skills and know-how.
The nations that move ahead in the coming era will be those that learn fastestโfrom their own experience and from the experience of others.
The CAREC Institute must evolve beyond being a traditional research institution into a trusted regional Knowledge Clearing House, ensuring that sound evidence and practical solutions are on the table before policies are made and decisions are taken.
For the Instituteโs next phase, I proposed five priorities:
1. Establish a dynamic regional knowledge platform;
2. Provide evidence-based briefings ahead of ministerial decisions;
3. Promote structured peer learning among officials;
4. Turn shared challenges into actionable regional projects; and
5. Measure performance by real policy impact, rather than simply by the number of reports published.
As Pakistan assumes the CAREC Chairmanship in 2027, we will place knowledge exchange at the heart of our agenda. Pakistan is also ready to share successful modelsโincluding the Pakistan Single Window (PSW) โ with partners across the region.

PSW, in collaboration with NADRA, has introduced a #digital biometric verification option for PSW Subscriptions, Renewals, and Profile Updates. PSW users in Pakistan and eligible overseas Pakistanis can now complete their biometric verification remotely through the #PakID App, eliminating the only physical visit required in the #PSW subscription process and saving valuable time and travel costs.
During the transition period, biometric verification will remain available through both the PakID App and e-Sahulat Centres. Following the transition, PSW biometric verification services will fully move to the PakID App, subject to applicable #NADRA requirements.
This integration marks another step towards making PSW services more accessible, convenient and user-focused while supporting a seamless ease-of-doing-business experience.

#PSW and Board of Revenue, #Sindh (BoRS) have signed a Service Level Agreement (SLA) by @naveedabbasmem1, Chief Domain Officer PSW, and Nazir Ahmed Qureshi, Member RS&EP Board of Revenue Sindh, to formalize the digital collection of Sindh Stamp Duty on cross-border trade declarations through the PSW platform.
The new arrangement introduces a dedicated interface for BoRS, enabling real-time monitoring of stamp duty collections and efficient daily and monthly reconciliation against government receipts. This strengthens transparency, visibility, and traceability in the collection process while enhancing revenue management efficiency.
