Entra inbound provisioning API licensing revealed in Entra portal error message?:
For P1/P2, you can configure up to 2 Inbound Provisioning API to Entra ID and 2 IP API to On-prem AD.
For ID Governance, you can configure 20 per type (Entra and AD).
Says nothing about # users.
