This guy is proving money isn't a problem, corruption is. Corruption results in budget shortfalls as projects cost more than they should because of kickbacks. It also often means shoddy work because quality is compromised to accommodate those kickbacks resulting in early repairs.

This is all because of poor leadership 1. The government lied said "We are prepared" 2. Took too long to ban traveling 3. Announced a lockdown 2 days earlier then allowed people to leave big cities and spread the virus in rurals. 4. No disinfection procedure being done
