Christopher Hodder used his CCDA-XIV presentation to argue that Africa's resilience to climate change depends less on reacting to shocks as they arrive and more on how systematically risk gets understood in advance. His central point was structural: Africa needs climate risk frameworks robust enough to actually guide decision-making and investment, not general risk awareness that stops short of shaping where money goes and what gets built. A framework that names risk without directing capital toward addressing it does half the job. Hodder tied that structure back to the people closest to the risk. Climate risk frameworks only hold up, in his framing, if communities and local actors are meaningfully involved in identifying the risks in the first place and shaping what the response looks like — alongside genuine access to the climate finance needed to act on it. Risk assessment designed without local dialogue tends to miss what's actually on the ground. His third point turned to infrastructure specifically. Resilient infrastructure, he argued, is where climate adaptation becomes concrete — the test of whether development investment can withstand the climate risks that are intensifying rather than becoming exposed to them. Infrastructure built without that resilience lens simply becomes the next asset climate shocks put at risk. #PACJA #ClimateJustice #Africa #CCDAXIV #ClimateRisk #Adaptation #ClimateFinance #ResilientInfrastructure #COP32 #GlobalSouth

George Wamukoya, OGW, Team Leader at @AGNESAfrica1 , used his CCDA-XIV intervention to make a case that agriculture belongs at the center of Africa's climate negotiations, not at the margins of them. He walked participants through the broader climate negotiation architecture, tracing how decisions made in Paris Agreement processes and subsequent COPs ripple down into what happens on African farms. His argument was that food systems and agriculture deserve a more central place in that chain than they typically get — not as a side sector affected by climate policy, but as one of the areas where Africa's climate response and development agenda genuinely converge. Wamukoya pointed to Africa's own agricultural frameworks, built on the outcomes adopted at Sharm El-Sheikh, as the foundation climate action on the continent should build from, rather than importing priorities set elsewhere. His sharpest point followed from that: climate interventions have to protect food production, not undermine it. A climate policy or project that weakens Africa's ability to feed its own people has failed on its own terms, regardless of what emissions targets it hits. He closed on implementation as one of the persistent gaps between what gets agreed in negotiating rooms and what actually happens in the field — agreements and frameworks that exist on paper without the delivery mechanisms to back them. #PACJA #ClimateJustice #Africa #CCDAXIV #FoodSystems #Agriculture #ClimateFinance #Adaptation #COP32 #GlobalSouth

1/3 Addressing delegates at #CCDA in Addis Ababa today, ES @claverGatete said #ClimateFinance must be scaled up to meet Africa’s estimated $277bn annual need. Current flows meet only 11%. “We must also ask: At what cost? On what terms? And what devp't outcomes will it deliver?”

AGN BRIEFS MINISTERS AS FIRST WEEK OF NEGOTIATIONS CLOSES #COP30 As the first week of COP30 climate negotiations closed, the African Group of Negotiators convened a Ministerial briefing to highlight state of negotiations and reinforcing Africa’s priorities and common position at COP30. AGN Chair, Richard Muyungi reiterated negotiators’ desire to get the best deal for Africa, particularly on adaptation as indicators of the Global Goal on Adaptation are set to be adopted. “Our priorities here at COP30 are clear; finance for overall climate action but most importantly, adaptation as the continent continues to bleed financially to cope with escalating devastating impacts of climate change. On the GGA indicators, we have maintained our position that we need fit for purpose indicators with inclusion of means of implementation as we cannot achieve much without means of implementation support,” said Dr. Muyungi. He emphasised the importance of African unity as the negotiations enter the second and final crucial week, noting that technical negotiators would be available to support high level Ministerial engagements in the various agenda items, especially the yet to be concluded such as the GGA, among others, for which the COP30 Presidency has constituted Ministerial Consultation teams @_AfricanUnion @AfricaAAI @UNEP_Africa @AfDB_Group @AfricanClimate @Amref_Worldwide @Cop30noBrasil @UNFCCC

Dr. Mithika Mwenda, Pan-African Climate Justice Alliance (PACJA) Executive Director: "…Africa’s adaptation and resilience building must remain at the heart of our conversations, both in Africa and globally. Our countries and communities are on the frontlines of climate impacts—yet we have contributed the least to the crisis. Belem must deliver stronger commitments that prioritize the urgent needs of vulnerable communities, protecting livelihoods, ecosystems, and economies. Central to this is adaptation finance. It is not enough to promise – finance must flow, and it must be accessible, predictable, adequate and scaled up dramatically. We must demand concrete delivery on the new collective quantified goal on finance. Africa must lead the call for a goal that is not only ambitious but based on real needs, reflecting the scale of the adaptation and mitigation challenges we face.” @oumi_kay @AfricaAAI @FRLossandDamage @ECA_OFFICIAL @AfricanClimate @AfDB_Group @_AfricanUnion @LDCChairUNFCCC @UNFCCC @UNEP @RoseMwebaza @Amref_Worldwide @DestaLakew @friphiri @Afsafrica @PACJA1 @RichardMuyungi @UNDPClimate @WBG_Climate
