We are in Mogadishu, Somalia, for the Mid-Term Review of the Uganda-Somalia Joint Permanent Commission, Business Forum and Joint Exhibition aimed at reviewing existing agreements and advancing bilateral cooperation between the two brotherly nations.
A key priority is the conclusion and signing of a Bilateral Labour Agreement (BLA) between the two countries.
The engagements will also focus on strengthening cooperation in security, trade, investment and tourism for the mutual benefit of both nations.
Uganda and Somalia share longstanding ties, and this forum presents an opportunity to deepen our cooperation as we work towards an Africa that shapes its own destiny and writes its own story through African-led solutions, shared prosperity and collective progress.
We are grateful to our hosts for their warm hospitality and look forward to productive engagements that further strengthen Uganda-Somalia relations.

I find it utterly unfathomable how easily some people resort to falsehoods. The Ministry of Works and Transport was involved in this project from the very beginning. At the time, the Ministry was headed by Gen. Katumba Wamala, for God's sake. The very first meeting was chaired by the late Gen. Elly Tumwine. Present in that meeting were some of the most senior figures in Uganda's security establishment at the time, while we attended as the designated technical officers. In one of the first meetings Gen. Elly Tumwine was irritated by the continuous interruptions by Mr. Katushabe, who would give unrequested advice. During a tea break, he cautioned him and he took it personally and in fact stopped attending those meetings. He would delegate Junior officers to attend the meetings.
Also present was an elderly gentleman, Dr. Mwanje, a highly respected professional with a PhD in Physics. Hon. Mpaka (@hon_mpaka) and his Committee can easily verify these facts by speaking to him through the Ministry of Defence (they know him, I do not know him that much), where he served for approximately 30 years. Dr. Mwanje was not a peripheral participant; he was the first Chairman of the Project Management Team (PMT), appointed by the President himself and had undertaken substantial work for the Ministry of Defence over the course of his distinguished career.
He resigned from that position in a face to face meeting with the President because, in his own assessment, the professional advice he was providing was simply being ignored..
That is why attempts to rewrite the history of this project are not only misleading but deeply troubling. Too many people who were present from the inception know exactly what transpired, who attended the meetings, who chaired them, what advice was given, and why some of the key technical figures eventually walked away (I was never a member but I know a few who were). The facts are known. Especially by Dr. Mwanje. The challenge is not the absence of evidence; it is the willingness of some individuals to disregard it.
🇺🇬 WORKS SAYS IT JOINED NUMBER-PLATE PROJECT AFTER CONTRACT SIGNING
Works Ministry official Winston Katushabe told the Physical Infrastructure Committee that the number-plate contract had already been signed when his ministry became involved.
He said the project was procured as a classified security arrangement under the Office of the President. Works focused on ensuring the plates met international standards, while some security specifications fell under other agencies.
MP Jacinta Atuto (Kapelebyong Woman Representative) argued that the ministry’s technical team should have specified and costed the chips, trackers, batteries and other components before an overall price was agreed.

I hosted the French Ambassador to Uganda, H.E. Virginie Leroy, alongside a delegation from the French Treasury and the French Development Agency (AFD), to discuss how Uganda and France can strengthen cooperation in the transport sector.
We focused on priority projects, such as the rehabilitation of the national meter-gauge railway, which is important for improving connectivity, reducing cargo transport costs and helping our farmers reach wider markets.
We also discussed urban congestion, aviation development and opportunities for financing future infrastructure projects.
Our focus is on practical partnerships that can deliver better transport systems, support trade and drive Uganda’s economic growth.
