4.Follow-up on 01.01.1996 Pay Parity Case before CAT Principal Bench (OA No. 1622/2026) The delegation met the Director (Ad-II) and concerned officials to press for the early filing of the departmental reply in OA No. 1622/2026 before the Principal Bench, CAT, New Delhi, which seeks in rem implementation of the 01.01.1996 pay parity issue. To maintain momentum, the AIASCT Delhi Unit has been entrusted with closely coordinating with the CAT Cell, Delhi Zone, to ensure the reply is submitted without further delay. 5.Prevailing Situation in Bengaluru Zone We also apprised the Member (Administration) of the ongoing situation in the Bengaluru Zone, where our officers have been facing continuous harassment. The Member (Administration) gave a patient hearing and assured us that he would look into the matter personally. We are hopeful for an early and constructive resolution in the best interest of both the officers and the administration. Despite a tightly packed two-day schedule involving back-to-back engagements across multiple directorates and sections, the discussions were highly constructive. The positive and receptive approach of the Chairman, the Member (Administration), and the DG (DGHRD) across all issues gives us strong confidence as we move forward. 6. During the visit, Team AIASCT also extended its support to the All India Inspectors Association (AICEIA ) in taking up various issues concerning the Inspector cadre with the appropriate authorities at different forums. Team AIASCT firmly believes that the interests of Inspectors and Superintendents are closely interconnected and that mutual cooperation and solidarity between the two Associations are essential for achieving meaningful improvements in service conditions, career progression and promotional opportunities across both cadres. Together, we remain steadfast in our commitment to meaningful Cadre Restructuring, timely promotions, and career justice for our cadre. ...(2/2) @cbic_india @dghrd_cbic @cgstblrzone @sgaiceia @AIASCTKARNATAKA

Delhi Visit on 2nd & 3rd November 2026 Updates on Cadre Restructuring, AISL & DPC, and Other Key Service Matter. Pursuant to the meeting invitation issued by DGHRD, New Delhi, an AIASCT delegation attended the consultation held on 02.11.2026 under the chairmanship of the Chairman, CBIC, alongside the Member (Administration), the Director General (DGHRD), and other senior Board authorities. During the session, Team DGHRD delivered a detailed presentation on the proposed Cadre Restructuring in the presence of representatives from various cadre associations. 1.Cadre Restructuring As communicated earlier, the Board proposes to introduce a Branch B Service, broadly modelled on the IFS Branch B structure. Under this framework, Branch B officers will integrate with the Central Group ‘A’ Service at the level of Deputy Commissioner (DC) and progress alongside regular Group ‘A’ officers. Team AIASCT noted that more or less the suggestions and proposals submitted during our last meeting with DGHRD on 8th and 9th October 2026 and earlier meetings have been brought in into the current proposal. However, we strongly emphasised that the proposed provision of approximately 900 Deputy Commissioner posts is inadequate to meet future career progression requirements—especially given the large number of Superintendents awaiting promotion to Assistant Commissioner. Team AIASCT pressed for a substantial increase in DC posts to prevent acute stagnation among promotee Assistant Commissioners in the coming years. DGHRD noted our concern but indicated that the prescribed ratio under the IFS Branch B model places structural limits on further expanding DC-level posts. On 03.11.2026, Team AIASCT held a follow-up meeting with the Member (Administration), the Director General (DGHRD), and senior officials. DGHRD informed us that the proposal will shortly be placed before the Revenue Secretary and the Hon’ble Finance Minister for consideration. They assured us that AIASCT’s submissions would be accommodated to the maximum extent possible within prescribed norms so the proposal moves smoothly to the next stage of approval. Notably, the Board has proposed increasing the strength of Assistant Commissioner (Branch B) posts to approximately 5,500, while retaining direct recruitment of Inspectors in Pay Level-7. 2.All India Seniority List (AISL) and DPC (Superintendent to AC) Team AIASCT held separate meetings with the concerned sections and officers of CBIC overseeing the finalisation of the AISL and the conduct of the DPC for promotion from Superintendent to Assistant Commissioner. Concluding these engagements on 03.11.2026, the delegation met the Member (Administration), CBIC, and strongly pressed for the immediate resolution of the long-pending AISL and the consequent delay in holding the DPC. Senior CBIC officials acknowledged and appreciated the vital contributions of the Superintendent cadre and reiterated their commitment to finalising the AISL at the earliest. The Member (Administration) assured the delegation that the Board is actively pursuing the matter and making every effort to resolve it by December 2026. The Board also advised the Association to appeal to its members to allow the AISL and DPC processes to conclude smoothly without fresh litigation hurdles, in the larger interest of the cadre. 3.Mumbai Zone Regularisation & NFU Issue Team AIASCT met the Joint Secretary (Administration) and concerned officials to follow up on the pending regularisation of Superintendents and the grant of Non-Functional Upgradation (NFU) in the Mumbai Zone. During the discussions, AIASCT proposed convening a joint meeting between the Mumbai Zone Administration and the concerned Board officials to resolve the bottlenecks expeditiously. We will also coordinate closely with the Mumbai Zone unit for sustained follow-up. ...(1/2) @cbic_india @dghrd_cbic @cgstblrzone @AIASCTKARNATAKA @sgaiceia

Replying to @AIASCT_AIB
@AIASCT_AIB @dghrd_cbic An Inspector who joined the department in 1994 is still serving as Superintendent after just ONE promotion, despite an unblemished career. Meanwhile, a direct-recruit Assistant Commissioner who joined in the same year has progressed to Commissioner or Chief Commissioner after 5–6 promotions. Even a Lower Division Clerk who joined in 1994 has reached the rank of Superintendent after 5–6 promotions. Is this fair? Is this the career progression our officers deserve after more than three decades of dedicated service? We demand justice, equity and a fair promotional structure for every member of our cadre. #30YearsOnlyOnePromotion #AIASCT #CGST #CareerProgression #UnityForEquity

Ad-hoc promotion is counted as promotion to deny MACP, but not counted for NFU. This anomaly is costing 1,000+ Superintendents of Mumbai CCA their rightful Level-9 upgradation. The permission for review DPC was granted by Hon'ble CAT in 2023. The dedicated Task force for work of review DPC has been constituted after 3 years in 2026. However, no officer of this task force has been relieved so far to contribute to this exercise.

All India Seniority List shall be finalised each year. However, its pending since 2015. We dont have Seniority Lists for more than 10 years.
🚨 AISL DELAY – THE ROADBLOCK TO PROMOTION! All India Seniority Lists for Superintendents have been pending from 2014 onwards. Their non-finalisation is holding up the DPC for promotion to Assistant Commissioner. The result: stalled career progression, officers awaiting promotion and many Superintendents retiring with just one promotion. AIASCT demands immediate finalisation of AISL and conduct of DPC without further delay! #30YearsOnlyOnePromotion #AIASCT #ReleaseAISL #DPC #CGST @cbic_india @dghrd_cbic @FinMinIndia @nsitharamanoffc
