Nearly 2,000 Superintendents in CGST Mumbai Zone remain ad-hoc, as the review exercise allowed by Hon'ble CAT on 09.08.2023 is still incomplete. 1,000+ have served 4 yrs yet are denied NFU. We urge Mumbai CCA to hold Review DPCs & clarify NFU without delay. #AIASCT
Wishing all members, families and friends, a Diwali filled with light, good health and happiness. May this festival of lights brighten the year ahead.

Delhi Visit on 2nd & 3rd November 2026
Updates on Cadre Restructuring, AISL & DPC, and Other Key Service Matter.
Pursuant to the meeting invitation issued by DGHRD, New Delhi, an AIASCT delegation attended the consultation held on 02.11.2026 under the chairmanship of the Chairman, CBIC, alongside the Member (Administration), the Director General (DGHRD), and other senior Board authorities. During the session, Team DGHRD delivered a detailed presentation on the proposed Cadre Restructuring in the presence of representatives from various cadre associations.
1.Cadre Restructuring
As communicated earlier, the Board proposes to introduce a Branch B Service, broadly modelled on the IFS Branch B structure. Under this framework, Branch B officers will integrate with the Central Group ‘A’ Service at the level of Deputy Commissioner (DC) and progress alongside regular Group ‘A’ officers.
Team AIASCT noted that more or less the suggestions and proposals submitted during our last meeting with DGHRD on 8th and 9th October 2026 and earlier meetings have been brought in into the current proposal. However, we strongly emphasised that the proposed provision of approximately 900 Deputy Commissioner posts is inadequate to meet future career progression requirements—especially given the large number of Superintendents awaiting promotion to Assistant Commissioner. Team AIASCT pressed for a substantial increase in DC posts to prevent acute stagnation among promotee Assistant Commissioners in the coming years. DGHRD noted our concern but indicated that the prescribed ratio under the IFS Branch B model places structural limits on further expanding DC-level posts.
On 03.11.2026, Team AIASCT held a follow-up meeting with the Member (Administration), the Director General (DGHRD), and senior officials. DGHRD informed us that the proposal will shortly be placed before the Revenue Secretary and the Hon’ble Finance Minister for consideration. They assured us that AIASCT’s submissions would be accommodated to the maximum extent possible within prescribed norms so the proposal moves smoothly to the next stage of approval. Notably, the Board has proposed increasing the strength of Assistant Commissioner (Branch B) posts to approximately 5,500, while retaining direct recruitment of Inspectors in Pay Level-7.
2.All India Seniority List (AISL) and DPC (Superintendent to AC)
Team AIASCT held separate meetings with the concerned sections and officers of CBIC overseeing the finalisation of the AISL and the conduct of the DPC for promotion from Superintendent to Assistant Commissioner. Concluding these engagements on 03.11.2026, the delegation met the Member (Administration), CBIC, and strongly pressed for the immediate resolution of the long-pending AISL and the consequent delay in holding the DPC.
Senior CBIC officials acknowledged and appreciated the vital contributions of the Superintendent cadre and reiterated their commitment to finalising the AISL at the earliest. The Member (Administration) assured the delegation that the Board is actively pursuing the matter and making every effort to resolve it by December 2026. The Board also advised the Association to appeal to its members to allow the AISL and DPC processes to conclude smoothly without fresh litigation hurdles, in the larger interest of the cadre.
3.Mumbai Zone Regularisation & NFU Issue
Team AIASCT met the Joint Secretary (Administration) and concerned officials to follow up on the pending regularisation of Superintendents and the grant of Non-Functional Upgradation (NFU) in the Mumbai Zone. During the discussions, AIASCT proposed convening a joint meeting between the Mumbai Zone Administration and the concerned Board officials to resolve the bottlenecks expeditiously. We will also coordinate closely with the Mumbai Zone unit for sustained follow-up.

This is a matter of fairness, dignity and career progression.
AIASCT raises its voice. Thousands unite. The time for change is NOW!
🔴 Release AISL from 2014 onwards.
🔴 Conduct DPC without further delay.

DoPT recommends Cadre Restructuring every 5 years. The Cadre restructuring due in 2019 is still awaited by the end of 2026.
Actually, as per norms, the cadre should have been restructured twice since the last restructuring.
CADRE RESTRUCTURING: LONG OVERDUE!
Pending for over a decade, despite the need for review every five years.
A stronger department needs a stronger career structure. Comprehensive cadre restructuring must address stagnation, correct structural imbalances and create meaningful promotional avenues for executive officers.

All India Seniority List shall be finalised each year. However, its pending since 2015. We dont have Seniority Lists for more than 10 years.
🚨 AISL DELAY – THE ROADBLOCK TO PROMOTION!
All India Seniority Lists for Superintendents have been pending from 2014 onwards. Their non-finalisation is holding up the DPC for promotion to Assistant Commissioner.
The result: stalled career progression, officers awaiting promotion and many Superintendents retiring with just one promotion.
AIASCT demands immediate finalisation of AISL and conduct of DPC without further delay!

Only one promotion in more than 30 years of dedicated service!
🚨 MORE THAN THREE DECADES OF SERVICE. ONLY ONE PROMOTION!
Thousands of Central GST Superintendents continue to face career stagnation, with many retiring after decades of service with just one promotion.

🔹 Release of All India Seniority Lists (AISLs) from 2014 onwards; Conduct of DPC for promotion to Assistant Commissioner
🔹 Comprehensive cadre restructuring and better promotional opportunities
🔹 Uniform implementation of court judgments
🔹 Resolution of the 01.01.1996 pay fixation issue and payment of admissible arrears

Thousands of Superintendents of CGST have been working on an ad-hoc basis for years under Mumbai CCA @cgstmumbaizone @cgstcuspunezone , doing the same work and carrying the same responsibilities as regular officers.
• No NFU, even after 4+ years as Superintendent
• Ad-hoc promotion is counted to deny MACP, but not counted for NFU
• Most have crossed 14 years of service, the point at which even an Inspector without any promotion reaches Level-9. They remain at Level-8
• Their position in the All India Seniority List is unknown
• Their deputation applications are not being considered by other departments.
• Getting less pay for equal work
The review exercise for regularisation, permitted by the Hon'ble CAT in August 2023, is still not complete.
Our officers only seek the regular status of the post they already hold.
#AIASCT #CBIC
Officers who joined the department in 1992, 1993 and 1994 as inspectors are still waiting for second promotion after more than three decades of service. Many of their batchmates have already retired with a SINGLE promotion, and more retire every month.
The DPC for promotion remains stuck, with no timeline or assurance in sight.
Our officers gave their entire careers to the department. They deserve to retire with dignity.
#GST #AIASCT #CBIC
Superintendents of CGST across India are the backbone of tax administration, handling audits, investigations, scrutiny and taxpayer services.
To deliver their best, they need the basics:
- Seating space as per prescribed norms (DGHRD Manual 2022 prescribes 14.5 sq m office for the Superintendent)
- Proper utilization of operational vehicles
- Reliable, high-speed internet in every office
Many formations still fall short on these basics. A nationwide, consolidated assessment and provisioning, instead of piecemeal fixes, would make a lasting difference.
Equip the officers, and they will deliver even more for the nation.
#AIASCT #CBIC #GST
Ad-hoc promotion is counted as promotion to deny MACP, but not counted for NFU. This anomaly is costing 1,000+ Superintendents of Mumbai CCA their rightful Level-9 upgradation.
The permission for review DPC was granted by Hon'ble CAT in 2023. The dedicated Task force for work of review DPC has been constituted after 3 years in 2026. However, no officer of this task force has been relieved so far to contribute to this exercise.
