Reportedly, Jewish kids are arguing between themselves, which the Bell Review doesn't seem to want to mention. Along with who was actually surveyed, the number and students or parents.
The Government itself says Bell's review is about how schools identify, prevent and respond to antisemitism, rather than being a straightforward prevalence study.
