On Tuesday, my ordinance to remove Flock ALPR cameras from Bridgewater MA was advanced to the Rules and Procedures Committee for a full review of the ordinance, its safeguards, exceptions, implementation, and impact on Town operations.
The concern is mosaic tracking. One plate reading may mean very little, but thousands of observations combined over time can build a detailed picture of where someone goes and when.
Imagine if this level of tracking had been widely available during COVID restrictions. Now imagine “two weeks to stop the spread” happens again and you are not considered an approved essential worker. Should the government have the ability to build a searchable record of where your vehicle goes?
That is the kind of question we should be asking before this technology becomes normalized.
The ordinance would also create a new Municipal Surveillance Technology section in our General Ordinances so we have a framework for reviewing future surveillance systems as they develop.
