Arkansas producers who applied for the USDA Emergency Commodity Assistance Program (ECAP) in 2025 and whose payment was limited to $125,000 may be eligible for a higher payment limitation. Producers who received 75% of gross income from farming, ranching or forestry may qualify for an increased payment limitation of up to $250,000 by submitting Form CCC-943.
The deadline to submit Form CCC-943 is August 17, 2026.
If you believe your ECAP payment was affected by the payment limitation, contact your tax professional and your local FSA office as soon as possible. To complete the certification, your CPA, enrolled agent or attorney will likely need information from your 2020, 2021 and 2022 tax returns to determine whether you meet the 75% gross income requirement.
For additional information and eligibility requirements, reach out to your county FSA office.

The creation of a farmer sales tax identification card to help facilitate the application of farmer sales tax exemptions and to prevent fraud was an Arkansas Farm Bureau priority during the 2025 legislative session. A bill to create the cards, sponsored by Rep. DeAnn Vaught and Sen. Tyler Dees, became Act 621 of 2025.
Beginning Jan. 2, 2026, farmers will be able to log in to the Arkansas Taxpayer Access Point at atap.arkansas.gov, to apply for their exemption card. The application will require 3 years of tax documents or, for young and beginning farmers, the completion of a 3-year business plan form that will be found on the website.

Today, @SecRollins announced the next phase in the Farmer Bridge Assistance Program (FBA), the eligible commodity per-acre payment rates. As announced earlier this month by President Trump and Secretary Rollins, $12 billion will be paid to American farmers in 2026. Of that amount, $11 billion consists of one-time FBA program payments. This is in response to four years of disastrous Biden administration policies that created record-high input and production costs, zero new trade deals, and a forgotten rural America. @USDA

We are saddened by the passing of Ted McNulty, a lifelong advocate for Arkansas agriculture and a long-time leader in the state’s catfish industry. McNulty helped shape Arkansas agriculture from his early life as a Jefferson County farmer to leading Catfish Farmers of Arkansas and serving as the state’s first Aquaculture Coordinator.
Our thoughts and prayers are with Ted’s wife, Linda, their sons, grandchildren and all who were touched by his life and leadership.

As five of our ArFB leaders wrap up their time at the American Farm Bureau Advocacy Fly-in we would like to thank them for their efforts and representing Arkansas farmers and ranchers. Agriculture is essential to our nation and the need for a farm bill continues to weigh on the industry. Shown front row are Joe Mencer of Lake Village, Magen Allen of Bismarck and Heath Donner of Manila. Shown back row are Terry Dabbs of Stuttgart and Kallem Hill of Oppelo. Farm Bureau members from across the country have met with Congressional leaders over the past two days to promote restoring long-term certainty for farmers and ranchers after a series of short-term extensions of the 2018 Farm Bill.
